About this opportunity

The Department of the Interior's Interior Business Center, procuring on behalf of the National Cancer Institute Office of Space and Facilities Management, intends to award a single-award Indefinite Delivery/Indefinite Quantity contract for architect and engineering services with a solicitation due date of August 13, 2026.

The contract carries a five-year ordering period and $6.3 million ceiling. Work covers the Washington Metropolitan, Bethesda, Rockville, Gaithersburg, and Frederick, Maryland areas. Services include interior design, office renovations, feasibility studies, laboratory upgrades, animal facilities renovations, and related A/E work requiring mechanical, electrical, structural, landscape, civil engineering, architectural, laboratory planning, interior design, asbestos survey, CADD/BIM, and post-design inspection expertise. The government anticipates approximately $1 million in annual task order volume.

Evaluation will emphasize demonstrated competence in nine key disciplines: lead architect, mechanical engineer, lab planner, senior project manager, QA/QC, spec writer, electrical engineer, plumbing engineer, and CADD/BIM specialist. Past performance, geographic proximity, volume of prior government A/E contract awards, and a brief technical management plan will factor in selection. All designs and deliverables must comply with the latest NIH Design Requirements Manual. Work is classified under NAICS 541330 (Engineering Services) and PSC C219 (Architect and Engineering–General).

Large businesses selected must meet small business subcontracting targets of 30% small business, 5% small disadvantaged business, 5% women-owned small business, 3% HUBZone, and 3% service-disabled veteran-owned small business. All responding firms must register in SAM.gov and comply with Service Contract Act wage requirements. Proposals must include SF 330 Parts I and II, submitted to Xanthe Otterstedt by 2:00 PM Eastern Time on August 13, 2026. SF 330 Part I may not exceed 120 pages, with Section H capped at 20 pages and example projects limited to ten.
