Large businesses selected must comply with small business subcontracting requirements including targets of 30% small business, 5% small disadvantaged business, 5% women-owned small business, 3% HUBZone, and 3% service-disabled veteran-owned small business participation. All responding firms must be registered in SAM.gov and comply with Service Contract Act wage requirements.

SYNOPSIS FOR ARCHITECT AND ENGINEERING SERVICES

DEPARTMENT OF THE INTERIOR (DOI), INTERIOR BUSINESS CENTER (IBC)

ACQUISITION SERVICES DIRECTORATE (AQD)

ON BEHALF OF NATIONAL CANCER INSITUTE OFFICE OF SPACE AND FACILITIES

MANAGEMENT

1. CONTRACT INFORMATION: This contract is being procured in accordance with the Selection of Architects and Engineers Statute also known as the Brooks Architect-Engineer (AE) Act (Public Law (PL) 92-582) as implemented in Revolutionary Federal Acquisition Regulation (RFO) Par 36. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. The services will support Architect and Engineering Services through the National Cancer Institute (NCI) Office of Space and Facilities Management (OSFM) for work in the Washington Metropolitan, Bethesda, Rockville, Gaithersburg and Frederick, Maryland area.

The Government intends to award a Single Award Indefinite Delivery/Indefinite Quantity (ID/IQ) with a five year ordering period. The total ceiling amount of the program will not exceed $6,300,000.00.

Work will be issued by negotiated firm-fixed-price task orders.

This IDIQ is being solicited as unrestricted utilizing the North American Industrial Classification System (NAICS) code 541330, Engineering Services, with a size standard of $25.5M. The Product Service Code (PSC) is C219 – Architect and Engineering- General. The wages and benefits of service employees (see RFO Part 22) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employee's office location (not the location of the work). To be eligible for contract award, a firm must be registered in SAM.gov.

If a large business is selected, it must comply with FAR 52.219-9 regarding the requirement for a small business subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals which will be considered in negotiation of this contract are: (1) at least 30% of a contractor's intended subcontract amount be placed with small businesses (SB) (which includes all categories of small businesses); (2) at least 5% of a contractor's intended subcontract amount be placed with small disadvantaged businesses (SDB); (3) at least 5% of a contractor's intended subcontract amount be placed with women owned small businesses (WOSB); (4) at least 3% of a contractor’s intended subcontract amount be placed with HUBZone small businesses; and

(5) at least 3% of a contractor’s intended subcontract amount be placed with Service Disabled Veteran Owned Small Businesses (SDVOSB). The plan is not required with this submittal, but will be required with the price proposal of the firm selected for negotiations.

2. PROJECT INFORMATION:

The scope of projects covered under this contract pertain to interior design services, office space renovations, conference rooms, feasibility studies, POR (Program of Requirements) development, BSL2 laboratory and laboratory support space upgrades and renovations, Animal facilities upgrades and renovations, Specialty Lab upgrades and renovations including but not limited to MRIs, Mass Spectrometers, Clean Rooms, cGMP, Tissue Cultures, NMRs, Linear Accelerators, Electron Microscopes, Pet Scanners, Imaging, Sterile labs, Containment Laboratories, Specialty labs as defined by the HHS Facilities Manual, or other generalized A/E services.

The contractor be required to furnish mechanical, electrical, structural, landscape and/or civil engineering plus architectural, laboratory planning, interior design, asbestos survey, scheduling and estimating services for reports, report evaluation, planning, programming, review, studies, and investigations; design concept review, tentative design, working drawings, and specifications; review of shop drawings, samples, equipment, and data, CADD/Building Information Modeling (BIM); and post design and/or inspection services as identified in the Statement of Work.

The services may include but not be limited to the following:

• Confirmation and completion of project scope with NCI staff, developing designs incorporating National Institutes of Health (NIH) Design Requirements Manual (DRM), NIH Division of the Fire Marshal (DFM) direction, Project Construction Risk Assessment, building codes and related standards.

• Assessment and incorporation of existing infrastructure conditions for NCI facilities, including feasibility analysis for new projects.

• Preparation of conceptual, schematic design, and construction documentation using spreadsheets/word processing/CADD/BIM.

• Participation in NIH Division of Technical Resources (DTR) project review process and design response online, including uploading documents, and responding to and resolving NIH design comments for each stage of design.

• Developing construction cost estimates for AE designs.

• Construction administration, CQM oversight, and owner’s representative duties as required.

• Master planning documentation support.

• Review of facility schedules and cost estimates.

• Preparation of graphics for facility and feasibility assessment reports, as required.

• Drawing (CADD/BIM), data management and database applications for NCI facilities.

In consonance with the Statement of Work, the AE shall:

A. Furnish, as required, progress reports of the work;

B. Prepay shipping charges on all documents, drawing and documents sent to the Government;

C. Closely coordinate the work performed in the AE's office with the related work of the Government staff personnel;

D. Promptly report to the Government any ambiguities or discrepancies found in the project requirements, criteria, or documents, involving the agency's work or the work of the Government;

E. Assist the Government in conferring and coordinating with Federal and State Government agencies as required;

F. Conduct meetings with program staff and other identified personnel to identify functional needs and requirements G. Visit the project site, hold meeting and discussions with the Government, and take such other action as may be necessary or required by the Government to obtain the data necessary to develop, coordinate, and complete the required services and documents;

H. Prepare all supplementary documents required during the construction when directed by the Government and as a result of the AE's error or omission at no charge to the government.

3. SELECTION CRITERIA: The selection criteria for this particular project are listed below in descending order of importance:

a. Specialized Experience,Technical Competence and Professional Qualifications: Ensure that all specialized experience requirements are reflected on appropriate personnel resumes in Section E and example projects in Section F, Part I of the SF 330. For criteria listed below, recent experience of subcontractors may be submitted to demonstrate applicable experience and competence provided the nature and extent of all team arrangements are identified and disclosed. Offerors should describe the nature and extent of prior teaming experience with the proposed subcontractors. Responding firms should demonstrate the professional qualifications in these key disciplines:

(1) Architect- Lead Senior

(2) Mechanical Engineer- Senior Lead

(3) Planner --Lab

(4) Project Manager - Senior

(5) Project QA/QC

(6) Spec Writer

(7) Electrical Engineer Senior/Lead

(8) Plumbing Engineer

(9) CADD/BIM

The basis of evaluation will be information provided in section E of the SF 330. The SF 330 shall include a matrix in Section G showing experience of the proposed lead disciplines on the projects listed in Section F of the SF 330. The education, professional registration, certifications, overall and relevant experience, and longevity with the firm will be considered. All disciplines are equal in importance. This criterion is primarily concerned with the qualifications of the key personnel and not the number of personnel. The lead personnel for each discipline should be clearly identified in section E. Only one resume (the lead for that discipline) will be evaluated for each discipline.

The evaluation may consider characteristics such as: breadth, depth and complexity of experience; application of engineering principles, guidance, policies and criteria;

application of risk and uncertainty methods; incorporation of innovative solutions; and use of modeling tools.

d. Past Performance: The firms will be evaluated in terms of work quality, compliance to schedules, and cost controls, with emphasis on projects submitted under factor (a), as determined from the Contractor Performance Assessment Reporting System (CPARS) and other sources. CPARS will be queried for all firms submitting a SF 330. The Government will retrieve the past performance evaluation for the Joint Venture if the offeror is a JV. If the JV has no past performance evaluation the past performance evaluation will be retrieved for each JV partner. Past performance evaluations will not be retrieved for the proposed subcontractors. If deemed appropriate by the evaluation board, performance evaluations for any significant team subcontractors who have previously been prime A-E contractors may also be considered. In addition to CPARS, the board may seek information on past performance from other sources.

e. Capacity to perform approximately $1,000,000.00 in work of the required type in a one-year period. The evaluation will consider the availability of an adequate number of personnel among the proposed team in the key disciplines. The evaluation will look at numbers listed in Part II of the SF 330. Include a Part II form for each firm that is part of the proposed team.

f. Geographic Proximity: In Section H, Part I, SF 330, provide the physical location of a firm office(s). The geographic location for this IDIQ is the Washington Metropolitan, Bethesda, Rockville, Gaithersburg and Frederick, Maryland area.

g. Volume of Government A-E Contract Awards: In Section H, Part I, SF 330, provide the volume of Government contact awards, stated in dollars, for each firm for the past twelve (12) months. Incorporate the awards to all branch offices. The objective is to provide an impartial distribution of A-E awards among qualified A-E firms. List the project name, location, contract number, dollar amount, and the month/year of the award.

h. Brief Technical Management Plan: Provide a brief technical management plan to explain how your firm intends to manage and provide the required services.

4. SUBMISSION REQUIREMENTS:

Interested firms having the capabilities described in this announcement and wishing to be considered must submit their SF330, Part I, for the proposed combined team (firm or Joint Venture and all subcontractors), and SF 330 Part II, for the firm or JV and each subcontractor to Xanthe Otterstedt, xanthe_otterstedt@ibc.doi.gov and Otterstedt_proposal_submissions@ibc.doi.gov not later than 2:00 PM Eastern Time on August 13, 2025.

The SF 330 Part I shall not exceed 120 pages (8.5” x 11”), including no more than 20 pages for Section H. Double-sided sheets will count as two pages. For Section F (Example Projects Which Best Illustrate Proposed Team’s Qualifications for This Contract), 10 is the maximum number of relevant projects for the prime and all subcontractors combined that can be submitted.

The Cover, Cover Letter, Table of Contents, Acronym, and Tabs do not count against the page count limit. Use no smaller than 10 font type. Include the firm's SAM EUID number in SF 330, Part I, Section H. In Section H, provide any additional information necessary, also indicate the estimated percentage involvement of each firm on the proposed team. Project descriptions shall clearly state the extent of work completed, the extent of work performed by the team (i.e.

disciplines and scope), and dates of completion. Clearly cite whether the experience is that of the prime (or joint venture), consultant or an individual for each project in Section F. Work cited that is experience of the prime (or joint venture) from an office other than that identified in Section C should be so labeled.
