About this opportunity
The Department of the Navy Naval Supply Systems Command seeks removal and modernization of an existing Caterpillar switchgear control panel and installation of a 10,000-gallon above-ground diesel fuel tank to support Naval Cyber Defense Defense Operations Command (NCDOC), with proposals due June 30, 2026. This is a sole-source procurement awarded to Carter Machinery Company, Inc., foreclosing competition; Carter is the only vendor certified to service the existing Caterpillar equipment, and use of any other vendor would void the existing warranty.
Place of performance is DoD Suffolk Compound, 112 Lakeview Parkway, Suffolk, Virginia 23435. The procurement covers two firm fixed-price line items completed within 180 days from contract award. Item 0001 includes removal of legacy Modicon Momentum processors and four circuit breakers, replacement with Schneider Electric Ethernet PLC processors, installation of an upgraded utility protective relay with programming and testing, as-built AutoCAD drawings, onsite spare parts, system verification testing, onsite training for NCDOC personnel, and preventative maintenance recommendations. Item 0002 includes site grading, concrete pad installation, fuel polishing and transfer systems with automated fuel transfer pumps controlled by fuel level sensors, power infrastructure, and permit acquisition to supplement the existing 9,000-gallon tank.
The NAICS code is 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance, with a $12.5 million size standard. The PSC code is K030, Modification of Equipment—Mechanical Power Transmission Equipment. The acquisition uses simplified procedures under 41 U.S.C. 1901 and FAR 12.102(b) with FY26 Other Procurement Navy appropriations. Submission requirements include Standard Form 1449, fully burdened labor rates or estimated hours, and a small business subcontracting plan addressing small disadvantaged businesses, women-owned small businesses, HUBZone small businesses, and service-disabled veteran-owned small businesses.
