About this opportunity
The Department of the Navy Naval Supply Systems Command seeks prefabrication of a bow ramp for NBU-7 (LCU-1651), with proposals due September 9, 2026. Award is restricted to contractors holding an active U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan Region; contractors lacking this agreement must demonstrate compliance with DFARS 252.225-7042 and may be ineligible unless adequate time exists for the Navy to assess and execute the agreement without impacting vessel availability.
Place of performance is Sasebo, Nagasaki, Japan (SRF and JRMC Yokosuka). The NAICS code is 336611, Ship Building and Repairing; PSC is J999, Non-Nuclear Ship Repair (West).
The bow ramp measures approximately 15 inches height by 16 feet 11.5 inches width by 17 feet 3.75 inches length and will be fabricated at the contractor's shop per drawing 169-5110389 Rev B. Work excludes drilling of hinge pin holes and final fit-up welding of components requiring templating from the existing hull. The contractor must perform 100% Magnetic Particle (MT) and Visual Testing (VT) inspections on all welds; Penetrant Testing (PT) is acceptable only where MT equipment cannot access, subject to engineering approval. One coat of construction primer (MIL-PRF-23236 Type V or VI, 4–8 mils OFT) must be applied; final preservation will be conducted under a separate contract. Materials are government-furnished. Period of performance runs September 30, 2026 through July 30, 2027, with production completion targeted June 30, 2027. The government cost estimate is $263,000, comprising $227,500 in labor (4,550 man-hours), $35,380 in materials, and $76,076 in government-furnished material costs. Evaluation criterion is price (lowest total price). Contract will be awarded as firm-fixed-price under an existing Master Agreement for Repair and Alteration of Vessels (MARV). Quotations must be submitted in Japanese yen at the FY26 exchange rate of JPY 150.4415 per USD 1.00, though payment will be in U.S. dollars for administrative purposes.
