About this file

This document is a pre-proposal questions and answers file for a federal contract opportunity involving the fabrication of a new bow ramp for an LCL (Landing Craft, Logistic) vessel.

The scope of work encompasses fabrication and provision of a new bow ramp per Drawing 169-5110389 Rev. B, with dimensional inspections conducted in-place on the attached vessel without removal. Testing procedures are not required; work is limited to fabrication and provision only. The contractor must perform 100% Magnetic Particle (MT) and Visual Testing (VT) inspections on all welds, with Penetrant Testing (PT) acceptable only at locations where MT equipment cannot access, subject to engineering approval via a Change For Record (CFR). The entire bow ramp must be painted per NSI 009-032, with detailed painting specifications to be provided in a revised specification. Pocket padeyes should be fabricated by the contractor with final welding performed by the installing activity; hinge pads must be installed in drawing locations as they provide structural support. The contractor should prepare for potential relocation and fabrication of new hinge padeyes on the craft side. Materials are to be provided as specified in the work specification; no Government-Furnished Material (GFM) exceptions will be granted. Delivery location is Sasebo, with specific coordinates to be provided on or around February 2027. Period of Performance and Projected Completion Date requirements will be addressed in a revised specification. The government indicated a preference for full preservation coating rather than construction primer only, though this remains subject to Maintenance Team determination.

Pre-proposal questions and answers:

Q1: Regarding Section 2.3 ELM - 255189:

It states in Para 4.a, "fabrication and testing of the new bow ramp," and in Para 4.d, "All general and test notes in references (a) apply unless otherwise specified."

Does this JOB SPEC include the test required by the drawings (such as the Pull Test)?

A1: No Test Procedure needed. Work is for Fabrication and Provide.

Q2: Regarding Section 2.3 ELM - 255189:

Para 4.c states, "All dimensions at the interfaces with LCL craft hull, including the lifting pocket padeyes shall be inspected prior to the commencement of the new bow ramp fabrication." Furthermore, Para 5.b(1) and (3)-(5) are also required.

How should these dimensional checks be conducted? Is it required to remove the existing Bow Ramp and transport it to the Contractor's Shop for measurement?

A2: No removal of bow ramp. Will need to measure in place while still attached to ship.

Q3: Regarding Section 2.3 ELM – 255189:

Para 5.d(1)-(5), we cannot provide any of the materials specified in these paragraphs. Therefore, these materials must be provided as Government-Furnished Material (GFM) for the replacement work. Alternatively, is the gasket replacement work itself included in the scope of this specification?

A3: Material is as stated in work spec.

Q4: Overlapping with question #2, does the specification include the removal of the ramp listed in Para 2.2

(Drawing 169-5110389)?

A4: No removal of bow ramp.

Q5: Para 3.2 mentions "New and 'disturbed' surfaces." Are there any painting requirements for areas other than the new Bow Ramp?

A5: No.

Q6: Detailed painting requirements for the new Bow Ramp cannot be determined from the JOB SPEC or the drawings. Please provide specific instructions regarding the applicable coating system (e.g., STD-Item 009-032, Table 2, Line XX, Column XX for Deck surfaces; Table 2, Line XX, Column XX for Vertical surfaces, etc.).

A6: will work with engineering department to provide a REV SPEC.

Q7: Can we fabricate the Bow Ramp using the dimensions specified in DWG No. 169-5110389 Rev. B?

A7: Recommend to fabricate per drawing 169-5110389 Rev. B, excluding installation of the pocket padeyes. KTR should fabricate them, but final welding to the bow ramp can be done by installing activity unable to template properly from craft at this time. For hinge pads on bow ramp, those have to be installed in drawing locations as the bow ramp longitudinal provide structural support to them. Instead, please prepare for relocation and possibly fabrication of new hinge padeyes on the craft side to match the bow ramp. Material has not been ordered for the craft side hinge pads yet, but that can be on the installation work spec.

Q8: Regarding the inspection requirements, please confirm if 100% MT and VT are required for all welds.

Additionally, for areas where MT equipment cannot fit or access, is PT acceptable as an alternative?

A8: MT and VT are the requirements and what will be covered by the work spec. However, the engineering will accept proposals for PT NDT locations in a CFR. We will approve for locations where MT equipment cannot fit into and have it documented.

Q9: Regarding the painting requirements, is a temporary anti-corrosive coating sufficient for rust prevention? If it is acceptable, please specify the required paint product or coating system.

A9: Paint the entire bow ramp per NSI 009-032.

Q10: Please clarify the scope of work: Is the scope limited to the fabrication of the Bow Ramp structure only, excluding the installation of gaskets and limit switches?

A10: Current work spec only covers construction primer. However, we prefer full preservation as the primer will have to be removed prior to final preservation. The geometry of the exterior of the bow ramp has a lot of pockets to go redo later. If fully preserved from beginning, then only have to redo the small locations where hot work is to be done. It's a preference so I'll leave it up to the Maintenance Team.

Q11: We are planning to transport the new Bow Ramp by sea. Could you please provide more specific delivery location (within CFAS, Sasebo or another prefecture?)

A11: Sasebo. Location to be provided on or around FEB2027.

Q12: We will require a minimum period of performance (POP) of at least 3 months for this work. Furthermore, we would like to request April 30, 2027 as our proposed PCD.

A12: We will provide a REV SPEC.
