About this opportunity
The Naval Air Warfare Center Aircraft Division (NAWCAD) at Webster Outlying Field (WOLF) is soliciting quotations for the procurement of one new Powder Batch Oven with installation, training, and technical drawings on a firm fixed-price basis under FAR Parts 12 and 13. The oven must meet detailed specifications including 6-inch thick insulated panels, a 450°F maximum operating temperature, a 5600 CFM recirculation fan, a 900,000 BTU/HR burner capacity, 460V/3PH/60Hz electrical requirements, and clear inside dimensions of 10 feet wide by 8 feet high by 10 feet long. The contractor is responsible for mechanical equipment installation, startup, testing, calibration, factory-authorized technician startup services, and government personnel training on equipment operation and maintenance. Award will be made to the lowest evaluated price proposal that meets or exceeds the government's acceptability standards, with evaluation based solely on the information provided in the quotation. All quotations must be submitted via email to Maria Sproul at maria.a.sproul.civ@us.navy.mil by 5:00 PM Eastern Standard Time on March 9, 2026, and the solicitation number is N0042126Q1085.
This procurement is designated as a total small business set-aside under FAR Part 52.219-6, meaning only qualified small businesses are eligible to compete for the award. No incumbent contractor or current contractor information is referenced in the solicitation documents. The delivery requirement is no later than 180 calendar days after receipt of order, with a specified delivery date of July 27, 2026, to NAWCAD WOLF Engineering and Prototyping Facility at 17579 Webster Field Road, Building 8008, St. Inigoes, Maryland 20684. The procurement includes four line items—the Powder Batch Oven itself, installation and training services, technical drawings, and shipping—all structured as firm fixed-price with a two-year manufacturer's warranty on major components. Offerors must be registered in the System for Award Management (SAM) database prior to submission and must provide specific information including FOB terms, shipping costs, tax ID, unique entity ID, CAGE code, and small business designation with their quotations.
