The United States Special Operations Command, specifically the Naval Special Warfare (NSWC) Command, is seeking a commercial aircraft services contract to support the Navy Parachute Team's training operations. The procurement will require a contractor to provide a CARAVAN or equivalent aircraft capable of multiple daily lifts to altitudes between 0-14,000 feet MSL, with qualified pilots holding commercial licenses and at least two years of skydiving operations experience. The contract will involve providing aircraft for blade hours, jump tickets, and stadium access within 100 miles of San Diego, with a lowest-price, technically acceptable (LPTA) evaluation approach. Quotes are due by 4:00 PM on June 6, 2025, and the full Request for Quote package will be available on beta.sam.gov around May 22, 2025. Potential contractors must be registered in the System for Award Management (SAM) database and self-certify they are not suspended or debarred from federal contracts.
The solicitation is a 100% Small Business Set-Aside with a North American Industry Classification System (NAICS) code of 713990 and a size standard of $8.0M. The contract will be a single-award, firm-fixed-price, indefinite-delivery/indefinite-quantity (IDIQ) type with a maximum contract value of $2,000,000 and a minimum first task order value of $2,500. The performance period will span five years, from October 1, 2025 to September 30, 2030, with consistent line items across ordering periods including approximately 95-135 blade hours per year and 1,500 jump tickets annually. Contractors must provide comprehensive facilities including a drop zone, parachute packing areas, briefing spaces, and bathroom facilities, with the drop zone limited to an elevation not exceeding 6,000 feet MSL and operational seven days a week. The government will evaluate contractors based on two primary factors: Technical Capability (pass/fail) and Price.
