About this file

This document is an Amendment of Solicitation/Modification of Contract for a Navy Parachute Team (NPT) Airlift and Stadium Access solicitation. The amendment modifies the original solicitation by changing the quote submission deadline from 06-Jul-2025 04:00 PM to 06-Jun-2025 04:00 PM. The government intends to award a single 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed-Price (FFP) pricing to the lowest price technically acceptable (LPTA) offeror.

The solicitation is a 100% Small Business Set-Aside for Federal Aviation Regulations (FAR) Part 91 aircraft services, including blade hours, jump tickets, and stadium access for training purposes. Vendors must be located within 100 miles of San Diego. The evaluation will be based on two factors: Technical Capability (pass/fail) and Price. Offerors must submit electronic quotes in three volumes: Introduction, Technical Capability, and Pricing. Quotes must include specific documentation, including SAM registration, completed clauses, and pricing tables. The total evaluated price will be calculated by summing the values across all ordering periods.

(End of provision)

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government intends to issue a single award five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) type contract with Firm Fixed-Price (FFP) pricing provisions to the responsible Quoter whose quote, conforming to the solicitation is the lowest price technically acceptable (LPTA). All quotes received from eligible Quoters will be initially evaluated for completeness and conformance with the RFQ instructions. Incomplete and nonconforming proposals may not be further evaluated.

If the lowest price Quoter is determined technically unacceptable, the acceptability of the next lowest-price Quoter will be evaluated, continuing this process as necessary until the LPTA Quoter is identified. The Government reserves the right at its discretion (but is not required) to seek additional information from the lowest priced Quoter for evaluation and award purposes without seeking information from other Quoter or allowing other Quoter to submit revised quote. If no quote is determined acceptable the Government reserves the right to revise requirements via amendment or cancel the RFQ.

The following factors shall be used to evaluate quotes:

Factor 1 - Technical Capability Factor 2 – Price

A finding of Unacceptable in Factor 1 will result in the entire quote being determined unacceptable and, therefore, ineligible for award. The Government will evaluate the technical factor using the following adjectival rating:

Rating Description Acceptable Quote meets the requirement of this solicitation Unacceptable Quote does NOT meet the requirements of this solicitation.

Factor 1 – Technical Capability: The quote will be evaluated to determine whether the quoter “meets” or “does not meet” the essential requirements of the PWS as outlined in Attachment 3 – Technical Capability Matrix.

Factor 2 – Price: Price will be evaluated for reasonableness in accordance with FAR 13.106-3(a). The total evaluated price will be calculated from the Attachment 2 – ELIN Price Table. In order to determine the total evaluated price, the value of all ordering periods will be summed. Note that pricing for all ELINs _001 and _002 is required, otherwise the quote will be considered ineligible for award.
