About this opportunity
The U.S. Transportation Command seeks a single Indefinite Delivery/Indefinite Quantity contract for Navy Advanced Traceability and Control (ATAC V) tailored transportation services, with proposals due July 6, 2026 at 8:00 AM Central Time. The procurement is set-aside 100 percent for small business and restricted to Economically Disadvantaged Women-Owned Small Businesses (EDWOSB); NAICS code is 484230, Specialized Freight Trucking, with a size standard of $34 million.
Place of performance encompasses San Diego, California and Norfolk, Virginia as primary hubs, with service delivery across the forty-eight contiguous states, Hawaii, Alaska, and Canada. The contractor must transport Freight All Kinds repairable parts—including Depot Level Repairables in Not Ready For Issue, Carcass Express, Routine, Ready for Issue, and Redistribution Order categories—from Navy parent sites in San Diego and Norfolk, smaller Node locations, and Department of War and contractor facilities to repair facilities and end users.
Contract period runs five years from February 28, 2027 through February 27, 2032, with an optional six-month extension through August 27, 2032. The incumbent contractor on ATAC IV is 1st Coast Cargo Inc.; the previous contract was valued at $157,922,622 total. The minimum order value for the first 12 months is $5,000, with maximum contract value based on total evaluated price plus 25 percent. The government does not intend to disclose historical annual spend figures beyond the prior contract value.
Contractor personnel must be U.S. citizens and obtain Common Access Cards, DBIDS credentials, and Tier 3 background investigations (National Agency Check with Inquiry for on-site employees). All commercial drivers must hold current hazardous materials endorsements on their Commercial Driver's License. The contractor must establish off-site consolidation facilities within 20–25 miles of the hub locations and achieve CMMC Level 2 (self) certification prior to contract award.
Key performance requirements include 98 percent on-time delivery, 98 percent freight consolidation, 100 percent web-based in-transit visibility system availability, and monthly reporting of financial statements, missing proof-of-delivery, transit on-time performance, and quality control inspections. Pricing is per-pound with separately billable line-item charges and weekly fuel surcharge adjustments per U.S. Army Transportation Command TR-12 policy, calculated at $2.50 base fuel rate. Years 2–5 and the extension pricing are calculated using government-set IHS Markit Cost Index escalations, subject to contractor-proposed discount reductions of 0–100 percent. Evaluation will weigh Corporate Experience (rated on a confidence scale from Substantial to No Confidence, with only Substantial or Satisfactory ratings eligible for award) and Price (evaluated for completeness and reasonableness but not rated) as approximately equal factors. The government intends to award without negotiations but retains the right to conduct negotiations if necessary. Amendment 02, posted June 29, 2026, extended the deadline from June 29 to July 6 and incorporated Round 2 Questions and Answers and updated Performance Work Statement (Amendment 02).
