About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk, Philadelphia Office is soliciting on-site shredding services for Weapon Systems Support offices across three locations: Philadelphia, PA; Mechanicsburg, PA; and Norfolk, VA. The contractor will provide comprehensive document destruction services including supplying, maintaining, and servicing secure lockable receptacles, with bi-weekly collection and on-site shredding of materials up to Controlled Unclassified Information (CUI) level, followed by recycling of shredded materials. The solicitation includes a base period of 12 months with three additional 12-month option periods, totaling a potential four-year contract. Evaluation will follow a best value trade-off process where past performance is weighted more heavily than price, and contractors must submit two past performance references demonstrating relevant experience with document storing and shredding at large organizations or government facilities. Quotes are due by September 24, 2025, at 12:00 PM Eastern Standard Time, with the government intending to process this procurement under FAR Part 13 procedures.
This opportunity is designated as a 100% small business set-aside under NAICS code 561990 (All Other Support Services) with a size standard of $16.5 million. The contractor must provide a total of 146 individual lockable receptacles across the three locations: 76 receptacles distributed among nine administrative buildings in Mechanicsburg, 57 receptacles across three administrative buildings in Philadelphia, and 13 receptacles in one administrative building in Norfolk. The receptacles must be visually appropriate for placement in common areas and administrative spaces where visitors frequently travel, with small receptacles holding a minimum of 75 pounds and large receptacles holding 96 pounds. Additionally, one-time yearly shredding events are required for both the Mechanicsburg and Philadelphia sites. The government intends to award a single, firm-fixed price purchase order, with services performed at the specified government facilities in Pennsylvania and Virginia.
