Section SF 1449 - CONTINUATION SHEET

RFQ INSTRUCTIONS

RFQ N0018925QZ542 INSTRUCTIONS:

This requirement is set-aside 100% for small business. Quotes from other than small businesses will not be considered. Each Offeror will need to submit a Price quote in accordance with the CLIN structure. These CLINs shall be Firm Fixed Price and the contracting team will evaluate each quote based on the total amount for each

CLIN. In addition, the offeror will need to submit two past performance references that show relevant experience relating to document storing and schredding at large organizations and/or Government facilities. The Past

Performance Reference Sheet will be attached to the Sam.gov posting. The details of what is expected to be submitted and how they will be evaluated for an award is shown below.

SUBMISSION OF QUOTATIONS:

TRADEOFF PROCESS – IN ACCORDANCE WITH THE BEST VALUE CONTINUUM

All quotes – including past performance and price submission – shall be submitted electronically through email to Mrs. Coleen Johnson at coleen.r.johnson.civ@us.navy.mil by the closing date/time of 24

September 2025 at 12:00 PM Eastern Standard Time (EST). Questions can be submitted to Mrs. Coleen

Johnson at coleen.r.johnson.civ@us.navy.mil before 12:00 PM (noon) EST 19 September 2025.

Quotations submitted in response to this solicitation shall be valid for a minimum of 60 days from the closing date.

Quote shall be broken down into two (2) separate submissions:

➢ Past Performance Reference Sheets

➢ Price Quote

Past Performance:

The quoter shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance under contacts or efforts (within the past five years) that is of similar scope and magnitude to that which is described in the solicitation. Only a single set of up to Two (2) references shall be submitted.

To demonstrate its past performance, the quoter shall identify up to Two (2) of its most relevant contracts or efforts within the past five (5) years, and provide any other information the quoter considers relevant to the requirements of the solicitation. Quoters shall provide a detailed explanation demonstrating the relevance of the contracts or efforts to the requirements of the solicitation. If subcontractor experience is provided as part of the Two (2) of its most relevant contracts or efforts, the subcontractor experience will be given weight relative to the scope and magnitude of the aspects of the work under the solicitation that the subcontractor is proposed to perform. Therefore, the quoter’s submission shall detail clearly the aspects of the work in the solicitation that the subcontractor is proposed to perform.

The past performance references will be evaluated in the aggregate in order to allow quoters who may not have the entire scope and magnitude of the requirement under one (1) individual contract or effort to still be considered acceptable if past performance with the full scope and magnitude of the requirement can be demonstrated within the allotted number of references as described above.

The quoter should complete a “Past Performance Information Form” – which is included as a separate attachment to the solicitation – for each reference submitted. The forms will count toward the non-price submission page limit described above. For additional information regarding a particular reference beyond that which will fit on the form, the quoter may continue onto another sheet of paper. Such continuation sheet(s) for submitted references will count toward the non-price submission page limit. Only a single set of up to Two (2) references shall be submitted.

Price Quote:

Each Offeror will need to submit a separate Price quote in accordance with the CLIN structure. These CLINs are

Firm Fixed Price and the contracting team will evaluate each quote based on the total amount. The prices will be evaluated for price reasonableness.

EVALUATION CRITERIA AND THE BASIS FOR AWARD:

(1) The Government intends to award a single contract resulting from this solicitation to the responsible quoter whose submission represents the best value after evaluation in accordance with the factors and subfactors in the solicitation. The quoter’s non-price submission shall be in the form prescribed by, and shall contain a response to each of the areas identified in the solicitation provision entitled “SUBMISSION OF QUOTATIONS”. The evaluation of quotes will consider the quoter’s Past Performance submission be more important than the quoter’s price submission. Prices will be evaluated on the basis of price reasonableness.

The Contracting Officer reserves the right to determine that a quoter’s overall fixed price submission represents an unacceptable level of risk, based on the information submitted by the quoter, and/or based on the overall quote assessment described above.

In determining the rating for the Past Performance evaluation factor, the Government will give greater consideration to the contracts or efforts which the Government feels are most relevant to the requirements detail in this RFQ.

The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. A quoter determined to have no record of relevant past performance (or in an instance where no information on the quoter’s past performance is available), will not be evaluated favorably or unfavorably for the Past Performance factor. However, the submission of a quoter with no relevant past performance history, while not rated favorably or unfavorably for past performance, may not represent the most advantageous submission to the Government and thus, may be an unsuccessful submission when compared to the submission of other quoters. The quoter should provide the information requested above for past performance evaluation, or affirmatively state that it possesses no relevant directly related or similar past performance. If a quoter fails to provide any past performance information which is similar in scope and magnitude to that which is detailed in the RFQ or fails to affirmatively state that it possesses no relevant directly related or similar past performance, the submission may not be awardable. The Government will consider the quality of a quoter’s past performance. This consideration is separate and distinct from the Contracting Officer’s responsibility determination. The assessment of the quoter’s past performance will be used as a means of evaluating the relative capability of the quoter and other competitors to successfully meet the requirements of the RFQ.

When a quoter is determined to have relevant past performance, the quality of its past performance will be evaluated; a quoter whose past performance demonstrates either a low expectation or no expectation that the quoter will be able to successfully perform the required effort will be considered ineligible for award.

The method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer.

The Government reserves the right to award the contract to other than the lowest priced quoter.

NAVSUP WSS execute a robust command wide shredding program with like services at Mechanicsburg, Philadelphia and

Norfolk sites. NAVSUP WSS requires receptacles and on-site shredding to efficiently dispose of continuous amounts of documents up to Controlled Unclassified Information (CUI) for recycling. The organization currently does not have enough appropriate shredders or the extended service/maintenance infrastructure to properly handle the amount of waste documents generated.

4. Objectives mailto:daniel.j.frank28.civ@us.navy.mil mailto:Sean.P.McVey2.CIV@US.NAVY.MIL mailto:patrick.g.turner2.civ@us.navy.mil mailto:Sean.P.McVey2.CIV@US.NAVY.MIL

• A one-time yearly shedding event for each site ( MECH, PHILA) is required.

Receptacles must be visually appropriate for permanent placement in common areas, office and administrative areas where guests/visitors frequently travel. Receptacles must be emptied every two weeks, taken directly to the shredding device and all materials must be shred on-site by the Contractor. Following shredding, materials must be disposed of through recycling means.

Work to be accomplished up to Controlled Unclassified Information (CUI). As such, all containers are to be marked with “Controlled Unclassified Information documents only”
