About this opportunity

The United States Special Operations Command, via the Naval Special Warfare Command, is seeking information technology services to create a digital advantage for its enterprise. The contract will focus on comprehensive technological capabilities including Knowledge Management, Software as a Service, Data as a Service, Application Platform as a Service, Low Code/No Code applications, DevSecOps, Data Science, Learning Management, and Digital Transformation services. Contractors must possess a Top Secret Facility Clearance and have Secret-cleared personnel, with work primarily performed in San Diego, CA and other select locations. The evaluation will consider technical approach, corporate experience, staffing capabilities, task order management, past performance, and potentially small business participation. Key dates include pre-industry day questions due by November 29, 2024, a Virtual Industry Day on December 5, 2024, and capability statements due by December 11, 2024.

The contract is anticipated to be a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) with a $75M ceiling and a 5-year ordering period. While the current set-aside status is undetermined, small businesses will be required to perform 51% of the work if designated. The requirement involves approximately 70 Full-Time Equivalent (FTE) personnel with flexible work arrangements including on-site and remote options. There is currently no identified incumbent contractor, as this is a new requirement. The government plans to release the Request for Proposal (RFP) in mid-March 2025, with an anticipated contract award in September 2025. Work will span multiple locations including San Diego/Coronado, Virginia Beach, Tampa, Honolulu, and Stennis, with standard work hours from 0600-1800 Monday through Friday and potential extended hours as needed.
