About this file

This file is a vendor list and Q&A document for the Naval Special Warfare Digital Advantage Sources Sought (H9224025I0002). The vendor list includes 64 companies that attended an industry day event, representing a mix of large and small businesses, including firms like Accenture Federal Services, Boeing Intelligence & Analytics, KPMG, and various technology contractors.

The Q&A portion reveals key details about the anticipated $75M ceiling contract: it is a new requirement with no incumbent; the RFP is expected for release in mid-March; the government is leaning toward a single-award IDIQ rather than multiple award; the contract will require one key personnel position (Program Manager); FedRAMP compliance will be needed; and while the set-aside status is undetermined, there will be small business participation requirements. The government will consider non-traditional DoD contractors, and past performance must demonstrate comparable size and complexity. The work can be performed through a combination of on-site at NSWC and remote/telework arrangements, and COTS products can be incorporated into task order proposals or procured separately.

accenturefederal.com Industry Questions

QuestionGovernment Response
Could you kindly confirm whether this initiative represents a new undertaking, or is there an incumbent currently delivering these services? If an incumbent exists, may we request the relevant details of their contract, including the contract number? This is a new requirement and there is no incumbent.
Would you please provide us with an approximate timeline for the RFP release?Mid-March
Are there any set-aside considerations for this opportunity?Unknown- that is one of the reasons we are conducting the Sources Sought/Industry Day to see what size businesses can compete the requirement.
Could you share the anticipated contract value associated with this opportunity?$75M Ceiling
Are vendors required to submit a capability statement in order to be considered for award/to receive the RFP?No, the RFP will be posted to SAM.gov and open to all who qualify.
Is anything required to be submitted as a result of this industry day?No, Capability Statements are appreciated but not required.
Is there a Task Order expected to be associated with Governance or security? As complexity increases, oversight could be a TO under this single award IDIQ
Is the customer considering a multiple award IDIQ? or, are you firm on a single award IDIQ?Leaning towards single due to complications in the past that arose from the multiple award IDIQ approach
Would Cost plus fixed fee be considered instead of Firm Fixed Price?Flexibility to allow for negotiable ELINs to allow for those types of situations could be worked into award to consider ELINs that cant be accurately priced FFP.
Do current FTEs (70 mentioned) have desks or will a local vendor famility be needed? Not 70 seats at this time but KTR FTEs would have spots at NSWC as needed, KTR doesn’t need to have a facility local to performance location. Could use combinations of remote/ telework depending on location.
Have you identified required Key Personnel positions for inclusion in proposals?Yes, there is one Key Personnel (Program Manager) that will on the base IDIQ.
Will the GOVT consider a nontraditional DoD contractor? Especially considering innovations desired? (If a company doesn’t have DoD experience, can they be considered?)Absolutely, demonstrated performance of similar scope is acceptable and will be considered.
- How does the government envision that innovative COTS products be rolled into the single award IDIQ that primarily is for Labor Categories? Would the government consider a separate acquisition for the COTS products that provide innovation in the defined service areas?Depends on what needs to be purchased. COTS products could be rolled into the overall FFP of a task order proposal OR could be procured seperately.
Will the first task order(s) be awarded simultaneously with the IDIQ contract?Specifics unknown at this time but will be included in RFP
Does the value of example Past Performance have to be the $75M ceiling ?Vendor will need to demonstrate and prove past performance is close in size and complexity, or comparable experience working multiple task orders concurrently. If a small business does not have similar size/complexity, it shall provide past performance of substantial subcontractors as part of its proposal.
Are there currently available NSW strategy documents related to this effort that can provide additional context and background for NSW’s vision and priorities? No, not at this time.
Will FEDRAMP required be needed?Yes
If this is released as an unrestricted opportunity, will there be some sort of small business % requirement?Yes, and it will be identified on the RFP. A Small Business Participation Plan would be an evaluation factor.
