This is a WOSB set-aside procurement.
Place of performance is Naval Medical Center Portsmouth, Virginia, 671 John Paul Jones Circle. The contract is Firm Fixed-Price for a one-year base period (August 1, 2026 through July 31, 2027) plus three one-year option periods through July 31, 2030. Services include application registration processing, Pathway Standards Document Review, Additional Information Review, Initial Pathway Survey, and Interim Monitoring. Contractor personnel requiring physical access to Navy installations or Navy/DoD computer networks must obtain a Department of Defense Common Access Card and complete background investigations (minimum NACLC/T3/T3R for non-critical sensitive positions; SSBI/T5 equivalent for privileged IT access). Personnel accessing Protected Health Information must be categorized as IT-II. The contractor must designate a Security Representative within three workdays of award and submit investigative documentation at least 30 days before employee start dates. A Business Associate Agreement establishing HIPAA and DoD privacy compliance for handling PHI is incorporated, with breach reporting to US-CERT within one business day and to the DHA Privacy Office within 24 hours of discovery.
Evaluation uses best value tradeoff methodology, weighing Technical Capability (primary factor) more heavily than Price (secondary factor). Technical Capability responses are limited to three pages maximum and must address each Performance Work Statement task; unaddressed tasks are assumed non-compliance. Offerors must achieve an "Acceptable" rating on Technical Capability with fair and reasonable pricing to be considered for award. The Government reserves the right to award to other than the lowest-priced offeror. Amendment 0001, posted July 26, extended the response deadline to 2:00 p.m. ET on July 27 and updated the technical rating system to three tiers: "Exceeds," "Acceptable," and "Unacceptable."
