About this file

This is a Performance Work Statement (PWS) for the American Nurses Credentialing Center Pathway to Excellence Program Designation at Naval Medical Center Portsmouth (NMCP). The contractor shall provide all necessary personnel, equipment, supplies, facilities, and support services to maintain NMCP's national nursing accreditation designation. Key objectives include conducting Pathway Standards Document Review, disseminating and analyzing Pathway Survey results to assess standards enculturation, facilitating the designation decision process, and managing registration and annual payments throughout the four-year contract period. The base period runs from August 1, 2026 through July 31, 2027, with three additional one-year option periods extending through July 31, 2030. All work shall be performed at Naval Medical Center Portsmouth, 671 John Paul Jones Circle, Portsmouth, Virginia, during standard business hours Monday through Friday, excluding federal holidays and Government facility closures.

The contract requires the contractor to accomplish annual payments for sustainment and support the accreditation appraisal process necessary for renewal and continued designation. NMCP initially received Pathway to Excellence designation in 2021 and must reapply by August 1, 2026 to maintain accreditation status. Contractor personnel must possess and wear identification badges displaying their name and company affiliation while working at the Government facility. The related solicitation (HT940626QE063) indicates this is a brand-name only requirement for services equivalent to those provided by the American Nurses Credentialing Center, with the Government to determine competitiveness and potential small business set-aside status upon industry response to a Sources Sought Notice.
