A non-negotiable requirement is establishment of an operational Department of State fiber optics cable connection at the proposed facility by October 1, 2026 performance start date, with no alternative access methods authorized and no Government-provided space available.
The contract is firm fixed-price with a base period from October 1, 2026 through September 30, 2027, plus four one-year options and one six-month option extending through March 31, 2032. Primary deliverables include litigation support to the Navy Office of General Counsel, case reconciliation reports (41 to 330 per case), analysis of Iran's counterclaim briefs, and management of approximately 12 million hard copy documents (7,000+ boxes) and 20+ gigabytes of electronic Iranian evidentiary records. Cost-reimbursable line items include estimated travel of $40,000 and materials of $120,000 for the base period. NAICS 541611, PSC R408. Minimum 5% small business subcontracting goal applies. Service Contract Act prevailing wage determinations apply for work performed in Virginia (Alexandria, Arlington, Fairfax, Falls Church, Fauquier, Loudoun, Manassas Park, Prince William, Stafford), District of Columbia, and Maryland (Charles, Prince George's) counties, and in Pennsylvania (Bucks, Chester, Montgomery) counties. Questions deadline was June 19, 2026 (passed). The incumbent contract N0018921CZ105 is being replaced with reduced requirements. Evaluation uses best-value tradeoff criteria per Sections L and M.
