About this opportunity
The NATO Communications and Information Agency (NCIA) issued a Request for Information on July 8, 2026, to identify qualified vendors and gather market feedback on potential solutions for the Red Team Mission Planning, Execution, and Debriefing (RT-MPEDS) System; responses are due by 12:00 hours Central European Time on July 28, 2026. Only companies from NATO member countries are eligible to participate. This RFI is for planning purposes only and does not constitute a commitment to award a contract.
NCIA seeks vendor input on three primary software components: a Mission Planning Component with automated infrastructure provisioning, a Mission Execution Component delivering real-time operational management and collaboration during active red team engagements, and a Mission Debriefing Component enabling post-mission analysis, reporting, and auditing. The integrated platform must support eight distinct user roles, maintain security controls across different classification levels, incorporate infrastructure-as-code provisioning using Ansible, integrate an offline large language model for decision support, implement a secure Tool Vault with four-eyes approval and dual-control mechanisms, enable air-gapped autonomous operation, and deliver full source code in a version-controlled repository with NCIA ownership.
Respondents should address 19 detailed questions covering company background, technical capabilities, software development experience, AI and LLM integration experience, Agile methodologies, requirements elicitation, testing approaches, and rough order of magnitude cost estimates. Responses must not exceed 15 pages (excluding cover pages and attachments) and be submitted in PDF, Word, or Excel format to RFI-42619136-RT@NCIA.NATO.INT, referencing RFI number 42619136-RT.
