About this opportunity

The NATO Communications and Information Agency (NCIA) issued a Request for Information on June 15, 2026, to identify qualified vendors and gather industry feedback on potential solutions for a Forensics Evidence Management (FEM) System, with responses due by 12:00 hours Central European Time on July 6, 2026. Participation is restricted to companies from NATO member countries. This RFI is issued for planning and budgeting purposes only and does not constitute a request for proposals or invitation for bid.

NCIA seeks vendor input on three fronts: corporate capabilities and relevant experience; comments on draft requirements to improve performance outcomes, competition, and efficiency; and identification of risks or concerns for acquisition planning. The desired FEM system must support the complete lifecycle of digital and physical forensic evidence—from intake through storage, transfer, examination, reporting, retention, and disposal—while maintaining evidential integrity, chain of custody, and accountability. Key capabilities include evidence management and tracking, raw evidence storage with minimum 500TB capacity, migration and backup with AES-256 encryption, barcode/RFID labeling, physical evidence containers, digital camera integration, and evidence search and retrieval. The solution must support at least five concurrent authorized users, enforce role-based access control, integrate with NATO PKI and TLS 1.2+, forward audit logs to the purchaser's SIEM in near real-time, integrate with existing diodes systems and JIRA/Confluence for case management automation, and operate within an airgap classified environment. NCIA seeks feedback on whether required operational outcomes can be achieved primarily through Commercial-Off-The-Shelf products, standard managed service offerings, and limited customization. Submit responses via email to RFI-424358-TSSU@ncia.nato.int using the provided Excel response template, referencing RFI number 424358-FEM.
