About this opportunity

The Defense Logistics Agency (DLA) is seeking a single-award requirements contract for NATO LPG fuel coupons to be used outside the contiguous United States, specifically in Italy. The solicitation covers a 60-month ordering period from July 2025 through June 2030, with vendors required to produce highly secure printed fuel coupons featuring advanced anti-counterfeiting measures. Potential contractors must submit quotes by March 10, 2025, at 2:00 PM EDT, with questions due by February 4, 2025, and must be registered in SAM.gov. The contract will be awarded on a Lowest Price Technically Acceptable (LPTA) basis, with vendors required to provide sample coupons demonstrating specific technical requirements including high-density fluorescent paper, OCR formatting, and multiple security features like latent graphic images and thermochromic ink. Vendors must comply with all technical specifications outlined in the Statement of Work and submit a comprehensive quote package including various required attachments.

The solicitation is unrestricted, with no specific set-aside designations, and falls under NAICS code 323111 with a size standard of 650 employees. The estimated annual requirement is approximately 11,080 coupons, not to exceed 20,000 per fiscal year, with two distinct coupon types: GPL Sfuso (2,500 books of 400-liter coupons) and GPL Bombola (180 books of 50-kg coupons). The total contract value will be determined through the pricing schedule, which allows for potential price escalation and includes a 20% increase option. Performance will be located in Italy, with coupons designed for NATO forces' use in the region. The contract includes provisions for payment via Wide Area WorkFlow (WAWF) and requires vendors to deliver draft coupon samples for approval by the Foreign Tax Relief Program Director at US Forces in Italy Navy Region Europe, with final delivery required by August 25, 2025.
