The contract will cover new construction, alterations, renovations, repairs, and design-build work including architectural, electrical, mechanical, plumbing, environmental remediation, structural, civil, communications systems, security systems, and fire protection services. Contractors must have appropriate Massachusetts state licenses and certifications. The technical evaluation will assess contractors based on successful project milestone adherence, communication effectiveness, design capabilities, and multi-phased construction completion. Technical proposals will be evaluated across three factors: Technical Proposal, Past Performance, and a Seed Project, with past performance reviewing projects completed in the last 5 years or 70% complete. Questions regarding the draft RFP are due by December 31, 2024 at 1:00PM EST, with a pre-proposal site visit scheduled for January 8, 2025, and the final RFP expected to be issued in January 2025.

The initial seed project, a renovation of the DEVCOM SC G6 Helpdesk area in Building 45, will cover approximately 5,400 square feet and has a performance period of 270 calendar days. The project's magnitude is estimated between $1-5 million, and will involve comprehensive renovation including demolition, architectural updates, mechanical systems modifications, electrical and data infrastructure improvements, and fire protection system installations. Contractors will be required to manage logistics for moving IT assets and comply with the project's Quality Assurance Surveillance Plan, which establishes performance objectives around schedule compliance, cost control, and work quality. The contract will have a 5-year period of performance, with evaluation criteria emphasizing workforce management, safety adherence, and successful project completion.
