About this opportunity

The Department of Veterans Affairs National Cemetery Administration seeks tree pruning and removal services at Natchez National Cemetery in Mississippi, with quotes due August 27, 2026 at 5:00 PM local time and vendor questions due August 20, 2026. This is a cascading set-aside evaluation under FAR 5.2 initially restricted to Service-Disabled Veteran-Owned Small Businesses, with fallback to Veteran-Owned Small Businesses and then other small businesses if adequate competition is not received.

Place of performance is Natchez, Mississippi. The work spans 60 calendar days from September 1 through November 30, 2026 and consists of two tasks: deadwood pruning on one Live Oak tree (44-inch diameter at breast height, exceeding 40 feet in height) including cleanup and debris disposal, and removal of one Live Oak tree (43-inch diameter at breast height, exceeding 40 feet in height) including stump removal to 6–8 inches below grade, topsoil fill, cleanup, and debris disposal. All work must comply with Best Management Practices: Tree Pruning (2018 ISA) and ANSI A300 standards. The contractor must provide a Certified Arborist from the International Society of Arboriculture with a minimum of three years' supervisory experience in commercial tree maintenance operations as the site manager.

The NAICS code is 561730 (Landscaping Services) with a small business size standard of 9.5 million dollars. Evaluation uses three factors: technical approach and understanding of work (including arborist certification and experience), past performance on comparable projects within the last five years, and price using lowest-price-technically-acceptable methodology. Only quotes from vendors actively registered in SAM.gov at submission and award will be considered. Vendors must acknowledge all amendments. Questions receive answers via amendment on SAM.gov by August 24, 2026. No site visit is scheduled; tree photographs are available on SAM.gov.
