About this file
This is administrative guidance for offerors responding to Solicitation Number 36C78626Q50246 for tree pruning services at Natchez National Cemetery issued by the Department of Veterans Affairs National Cemetery Administration. The solicitation employs a cascading evaluation set-aside approach under FAR Subpart 5.2, with initial evaluation restricted to Service-Disabled Veteran-Owned Small Businesses (SDVOSB), followed by evaluation of Veteran-Owned Small Businesses (VOSB) if adequate SDVOSB competition is not received, and finally other Small Businesses if necessary. Prospective vendors must be actively registered in SAM.gov at time of quote submission and award, with SDVOSB applicants required to have the solicitation's NAICS code listed on their SAM.gov profile and must be SBA-registered certified SDVOSBs by the bid deadline.
All vendor questions must be submitted to david.hester@va.gov no later than August 20, 2026, with answers provided via amendment on SAM.gov by August 24, 2026. No site visit is scheduled; tree pictures are available on SAM.gov. Late quotes will not be accepted. Key evaluation factors that offerors frequently overlook include prime contractor past performance documentation for a minimum of three recent tree projects of similar size and scope completed within the last five years, and a resume for a Certified Arborist with minimum three years' direct supervisory experience in commercial tree maintenance operations including removal, trimming, and stump removal at commercial, industrial, or public sites, with International Society of Arboriculture certification required. Vendors must acknowledge all amendments and submit complete, detailed responses addressing all solicitation requirements.
