About this opportunity

NASA's Small Business Innovation Research (SBIR) Program Phase I Fiscal Year 2025 solicitation seeks innovative research and development proposals from small businesses to create disruptive technologies that can benefit NASA missions, other government agencies, and commercial markets. The National Aeronautics and Space Administration is procuring early-stage research projects across multiple mission directorate areas, including Aeronautics, Space Technology, Science, and Exploration/Space Operations. Eligible companies must be U.S.-based small businesses with 500 or fewer employees, registered in SAM.gov, and capable of performing at least 67% of work in-house. Proposals will be evaluated using seven criteria weighted by importance: NASA benefits (30%), technical risk (20%), project plan (15%), team ability (15%), advancing state of the art (10%), commercial potential (5%), and submission quality (5%). The solicitation requires proposals to be submitted through NASA's ProSAMS system by May 21, 2025, with technical proposals limited to 15 pages.

The solicitation is set aside exclusively for small businesses, with firms limited to submitting 5 proposals and receiving a maximum of 3 awards. Phase I awards will provide up to $150,000 for 6-month projects, with an optional Technical and Business Assistance supplement of up to $6,500. Potential follow-on Phase II awards could reach $850,000 for 24-month projects, with selected companies potentially participating in the NSF I-Corps program and receiving additional funding of up to $10,000. Companies must be registered under NAICS codes 541713 or 541715, with the principal investigator primarily employed by the small business. Subcontractors are limited to 33% of project work, and companies must demonstrate the potential for commercialization or integration into NASA missions. The research will be performed domestically, with the ultimate goal of developing innovative technologies that can advance NASA's technological capabilities and potential commercial applications.
