About this opportunity
NASA's Shared Services Center intends to solicit research and development proposals from small businesses through a Broad Agency Announcement (BAA) effective through September 30, 2027, with specific funding opportunities released as appendices throughout the period; the program anticipates releasing two to three appendices each fiscal year.
This is a total small business set-aside under SBIR and STTR programs. Eligible offerors must be small business concerns with no more than 500 employees combined with affiliates, registered in SAM.gov under NAICS 541713 or 541715, and enrolled in the SBA Company Registry. For SBIR Phase I, the SBC must perform at least 67% of effort; Phase II requires 50% minimum. For STTR, the SBC must perform 40% minimum and a research institution must perform 30% minimum. The principal investigator must be primarily employed by the SBC (or by the SBC or research institution for STTR) at the time of award and during performance.
Phase I awards carry a maximum contract value of $225,000 with a 6-month period of performance for SBIR and SBIR Ignite, or 13 months for STTR. Phase II awards cap at $1,275,000 with up to 24 months of performance. All awards are firm fixed-price contracts. Technical and Business Assistance (TABA) funding is available within these caps—up to $6,500 for Phase I and $50,000 for Phase II. Phase I awardees may access supplemental I-Corps funding up to $18,000 for SBIR/SBIR Ignite or $30,000 for STTR.
Technical proposals are limited to 15 pages for Phase I and 46 pages for SBIR Phase II or STTR Phase II (30 pages for SBIR Ignite Phase II). Evaluation emphasizes commercialization strategy, with Phase II proposals requiring detailed market feasibility assessments, commercialization plans, and intellectual property discussions. NASA conducts security risk assessments for all proposals in coordination with the SBA.
Notice text
The NASA SBIR/STTR Program is moving to a Broad Agency Announcement (BAA) (See more in FAR 35.016 https://www.acquisition.gov/far/35.016) to procure research and development activities from small businesses. This Broad Agency Announcement (BAA) sets the requirements for you, the offeror, to submit a proposal to NASA for Small Business Innovation Research (SBIR) (including SBIR Ignite) and Small Business Technology Transfer (STTR) Program Phase I and Phase II projects. NASA will solicit proposals for specific funding opportunities by releasing appendices to this BAA throughout the effective period of this BAA.
This document contains the objectives, funding information, proposal preparation instructions, and eligibility criteria. Each released appendix will contain instructions to submit a proposal package and the solicited research and technology subtopics for the specific funding opportunity. Requirements specific to each opportunity will be included in the appendices. In any instance where specific requirements in appendices conflict with requirements in the BAA, the specific requirements in the appendices take precedence for that opportunity. As of the release of this BAA, NASA does not have an exact number of planned appendices, but the program anticipates releasing 2 to 3 appendices each fiscal year. More information about the release schedule can be found on our website: https://www.nasa.gov/sbir_sttr/
