About this opportunity

NASA Armstrong Flight Research Center (AFRC) is conducting a market survey to identify qualified small business contractors capable of providing comprehensive facilities operations, maintenance, repair, and related safety services for all infrastructure and assets at the AFRC main center located at Edwards Air Force Base in California. The requirement encompasses building maintenance, hangar operations, utilities management, equipment servicing, and miscellaneous facility-related support across the entire center. Interested small businesses must submit capability statements not exceeding 15 pages demonstrating expertise in facilities management, including documentation of three relevant contract experiences from the past three years with at least one experience as a prime contractor performing over 51% of non-managerial work. The capability statement must address seven specific technical requirements, including facility management planning, Facilities Maintenance Management software utilization for scheduling approximately 15,000 annual work tasks, inventory management, infrastructure inspections and certifications, industrial systems maintenance, fire suppression system management, and emergency power and fuel storage facility operations. Responses to Sources Sought Notice No. 80AFRC26SS003 were due by January 5, 2026, and must include company information, DUNS number, CAGE code, size status certification under NAICS code 561210, and statement of prime contractor or subcontracting intent.

This procurement is designated as a Total Small Business set-aside, restricting competition to certified small business concerns. The government files do not identify any current contractors or incumbents, nor do they specify an estimated award value or budget range for the contract. While specific numerical details regarding contract duration and facility square footage are not disclosed in the pre-solicitation notice, the scope indicates substantial complexity and scale, evidenced by the requirement to manage 15,000 annual maintenance work tasks across multiple customer schedules and diverse infrastructure systems. The notice emphasizes that this market survey is being conducted to determine whether adequate small business competition exists to justify the set-aside designation. If the government determines sufficient competition exists, a formal solicitation will be synopsized on SAM.gov, and interested firms are responsible for monitoring that website for the official solicitation release and any subsequent procurement opportunities.

Notice text

NASA Armstrong Flight Research Center (AFRC) is hereby soliciting information from potential sources for facility operations, maintenance, repair, and other directly related safety and miscellaneous services for all infrastructure/facilities (buildings, hangars, utilities, structures and related systems) and assets (equipment and utility infrastructure).
