About this opportunity
The Federal Aviation Administration (FAA) Facilities and Engineering Services directorate is seeking professional, technical, program, and planning support services through the National Airspace System (NAS) Safety, Execution, and Management Solutions (NSEMS) contract vehicle. This pre-solicitation notice (RFI ID: 693KA9-26-NSEMS) calls for comprehensive solutions across thirteen functional work areas organized under three mission pillars: Mission Safety, Mission Execution, and Mission Management. Prospective contractors must demonstrate substantial prime contractor experience, including at least $80,000,000 in annual billed services over the four years preceding November 31, 2025, and over 600,000 annual labor hours from company personnel during the same period. Vendors must also document at least 100 geographically dispersed task orders throughout the United States and its territories and provide specific prime contractor experience in each mission pillar and functional work area within the last 3-5 years. The evaluation will assess capabilities through submitted statements demonstrating relevant experience, geographic presence, management structure, and ability to support all three mission pillars. Responses to this RFI are due by May 4, 2026, at 10:00 AM Eastern Time, submitted to Jose Duran, Contracting Officer, at 9-AWA-AAQ410-Contracting-Team@faa.gov.
This procurement uses no set-aside designation and is open to large businesses, small businesses, 8(a) certified firms, Service-Disabled Veteran-Owned Small Businesses, Women-Owned Small Businesses, and HUBZone small businesses. The notice does not identify current incumbents or predecessors, though the draft Statement of Work references a structured transition from the predecessor NISC IV contract. No specific award value or budget range is provided in the pre-solicitation notice; the final acquisition strategy regarding unrestricted competition or set-asides will be determined based on RFI responses received. Contractors will be required to establish a National Program Management Office, maintain geographically dispersed field offices nationwide, and utilize specified FAA information technology systems for contract administration. Performance locations include FAA headquarters, regional offices, service areas, technical centers, and field sites across the continental United States, territories, and possessions, with particular emphasis on maintaining physical office presence within 50 miles of FAA district offices. Submission requirements include a one-page cover sheet, a capabilities statement not exceeding five pages (or ten pages with additional documentation), completion of a geographic presence questionnaire, and documentation of three similar projects completed as prime contractor within the last 3-5 years.

The Facilities and Engineering Services (AJW-2) directorate is a part of the Air Traffic Organization’s Technical Operations service unit and is responsible for the safe and effective lifecycle management of the facilities infrastructure of the National Airspace System (NAS). Its mission is to manage and execute programs and projects to safely establish, replace, modernize, and sustain the NAS. Its vision is to build a high-performance organization that values innovation and delivers quality products and services to meet the evolving needs of the FAA.
The FAA has identified 13 functional work areas (as detailed further in Section C.3, Functional Work Areas) which are vital in realizing this vision by providing comprehensive solutions across its three mission pillars: Safety, Execution and Management. Additionally, NSEMS has identified eight (8) program management work areas (as detailed further in Section C.4, Program Management Work Areas), under which NSEMS work efforts will be managed by the Contractors.
The three (3) Mission Pillars and 13 Functional Work Areas represent a diverse set of solution services that will require a broad range of labor families, resource categories, and skill levels. With such a broad scope of work, the Contractors under the Contract(s) will provide critical professional, technical, program and planning support to a wide range of FAA organizations that support the existing NAS, in addition to those organizations tasked with the planning, development, and integration of the latest developments for new entrants into the current NAS framework.
