About this file
This is a Request for Information (RFI) and Market Survey issued by the Federal Aviation Administration (FAA) regarding the National Airspace System (NAS) Safety, Execution, and Management Solutions (NSEMS) program. The RFI ID is 693KA9-26-NSEMS, and responses are due May 4, 2026, by 10:00 AM Eastern Time. The FAA seeks statements of interest and capabilities statements from large and small businesses, including those certified as Socially and Economically Disadvantaged Businesses (SEDB) under the SBA's 8(a) program, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Women-Owned Small Businesses (WOSB), HUBZone small businesses, and general small businesses. The work is classified under Product Service Code K017 (Modification of Equipment – Aircraft Launching, Landing, and Ground Handling Equipment) and NAICS Code 541330 (Engineering Services), with performance at various FAA sites and vendor locations.
The NSEMS program aims to modernize the national airspace system to enhance safety, increase capacity and efficiency, improve air traffic management, and provide controllers with updated tools. Vendors must provide capabilities statements addressing three pillars: Mission Safety, Mission Execution, and Mission Management, along with additional value-added services. Responses should include a one-page cover sheet with company information (CAGE Code, DUNS Number, UEI), a capabilities statement of no more than ten pages, completion of a geographic presence questionnaire, and past experience documentation describing three similar projects completed within the last 3-5 years as prime contractor. The FAA explicitly states this is not a Screening Information Request or Request for Proposals, will not accept unsolicited proposals, and will not reimburse response preparation costs. The acquisition strategy—whether unrestricted competition or a set-aside—will be determined based on RFI responses. Responses should be submitted to Jose Duran, Contracting Officer, at 9-AWA-AAQ410-Contracting-Team@faa.gov, and no telephone inquiries will be accepted.
