About this file

This is a Geographical Presence Questionnaire designed to assess vendor capability to staff functional work areas across FAA regions within specified timeframes. Interested vendors must complete a capability matrix that evaluates their ability to provide staffing support for 13 functional work areas across 11 FAA regions: FAA Headquarters (Washington, DC), Aeronautical Center (Oklahoma City), Technical Center (Atlantic City, NJ), Alaskan, Northwest Mountain, Western-Pacific, Great Lakes, Central, Southwest, Eastern, Southern, and New England. The questionnaire requires vendors to indicate "Yes" if capable of staffing within 30 days across all states in a region, "Partially" if capable within 60 days in at least one state with detailed notes on unavailable states, or "No" if unable to staff any states in the region.

The functional work areas span three mission pillars: Safety (Occupational Safety and Health Solutions, Security and Safety Solutions), Execution (Aeronautical Charting, Automation and Information Technology, Configuration Management, Emerging Technologies, Engineering, Flight Procedures Solutions), and Management (Business Intelligence and Data Analytics, Corporate Work Plan, Financial Management, Planning, Training Solutions). This questionnaire is part of the NAS Safety, Execution, and Management Solutions (NSEMS) pre-solicitation (693KA9-26-NSEMS) issued by the FAA's Facilities and Engineering Services directorate. Vendors must complete the entire capability matrix for each functional work area and region combination, providing notes where applicable to clarify staffing constraints or limitations.

Interested vendors should review the "Capability by Region" Tab and confirm its capability (ies). Each Mission Pillar & Functional Work Area is listed and along with each region the work will be performed. If the interested vendor is capable of staffing the functional work area in the given region (Each of the states within that region) within 30 days, select "Yes" from the drop-down menu. If the interested vendor is capable of staffing the functional work area in the given region (at least one of the states within that region) within 60 days, select "Partially" from the drop-down menu and provide detail in the "Notes" box as to which states are not serviceable. If the interested vendor is not capable of staffing the functional work area in the given region (none of the states within that region), select "No" from the drop-down menu. Perform the same process for each functional work area until the entire matrix is completely filled.
