About this opportunity
The Transportation Security Administration (TSA) issued a Limited / Sole Source Justification Notice for the acquisition of 220 K9 MEDIC Online Training Modules: Narcan/Naloxone Certification Course(s) to support the National Explosive Detection Canine Team Program (NEDCTP) in training new Explosives Detection Canine Handlers. The sole-source justification was based on market research conducted in May 2025 that confirmed K9 Medic is the only contractor capable of providing these specialized online training modules, as the training is not readily available through GSA Schedule suppliers or DHS Supplier Strategic Vendor (SSV) vendors. The contract was awarded to K9 Medic on August 29, 2025, at a total cost of $10,196.01, with training services delivered between July 30, 2025, and August 31, 2025. The training modules provide critical instruction on opioid dangers specific to canines, Narcan device usage, and compliance with DHS/OHS and NEDCTP training requirements. This procurement was conducted under simplified acquisition procedures under FAR 13.501 and received approvals from the Program Manager, Technical Requirements Personnel, and the Contracting Officer prior to award.
