About this file

This is a Single Source Justification (SAP) document for the Transportation Security Administration (TSA), specifically for the National Explosive Detection Canine Team Program (NEDCTP). The document details a sole-source purchase order with K9 Medic for 220 K9 MEDIC Online Training Modules: Narcan/Naloxone Certification Course(s) at a total cost of $10,196.01. The training period is from July 30, 2025 to August 31, 2025, and will provide critical training for new Canine Handlers, focusing on opioid dangers specific to K9s, training in Narcan device usage, and meeting DHS/OHS and NEDCTP training requirements.

The sole-source justification is based on changes to TSA's P-Card purchase thresholds and K9 Medic being the only contractor capable of providing the specific online training modules. Market research conducted in May 2025 confirmed that these training modules are not readily available through GSA Schedule suppliers or DHS SSV vendors. The document includes approvals from the Program Manager, Technical Requirements Personnel, and the Contracting Officer, with digital signatures from Melany Pollock, Mark Waldron, and Carrisa Robinson, indicating the procurement's internal validation and compliance with federal acquisition regulations.
