About this opportunity

Pacific Air Forces seeks quotes for four passenger buses—three 14-passenger buses and one 44-passenger bus—with quotes due September 25, 2026, at 12:00 PM AKDT, and questions due September 15, 2026, at 1400 AKDT. This is a Total Small Business Set Aside under NAICS 336211 (Motor Vehicle Body Manufacturing), with a size standard of 1,000 employees.

Place of performance is Joint Base Elmendorf-Richardson, Anchorage, Alaska. Delivery of the three 14-PAX buses is required by December 2026; the single 44-PAX bus by June 2027. Both shipments go to 800 1st Street, Door 19, JBER, AK 99505, FOB Destination.

All buses must be brand-new, current model year vehicles equipped with 7.3L Gasoline V8 engines, 6-speed automatic transmissions, air brakes, air suspension, and an Alaska winterization package including engine block heaters and advanced insulation. The 14-PAX buses must accommodate 14 ambulatory passengers plus one driver and feature Ford E450 Shuttle Bus chassis with 42,000 BTU minimum auxiliary rear heater. The 44-PAX bus must accommodate 44 youth passengers with a heavy-duty 7.3L engine, dual rear wheels, air suspension, and three 50,000 BTU heaters. Both bus types require 3-point retractable seat belts, backup cameras, emergency exits, LED exterior lighting, and Freedman Family 35-inch high-back seats. No substitutions are permitted; diesel engines are explicitly rejected as non-equivalent.

Warranty includes 3-year/36,000-mile bumper-to-bumper coverage and 5-year/100,000-mile powertrain warranty with Alaska-area service preference. Pricing is firm-fixed, submitted on the provided Attachment 3 pricing schedule. Quotes must remain valid through October 30, 2026. Award goes to the responsible offeror whose quote demonstrates technical acceptability and price reasonableness. All quotes must address both CLINs; partial submissions are not acceptable.
