About this file

This document contains Federal Vehicle Procurement Specifications (Salient Characteristics) for two separate bus procurements by the 773d Force Support Squadron (FSS) at Joint Base Elmendorf-Richardson (JBER), Alaska for the Child and Youth Program (CYP).

44-Passenger Commercial Bus Procurement: The first specification details procurement of one (1) brand-new, current model year 44-passenger conventional-style (Type C) commercial bus. The vehicle must accommodate 44 youth passengers with a wheelbase of approximately 280 inches and minimum interior headroom of 77 inches. The bus must feature a heavy-duty 7.3L Gasoline V8 engine (Ford or equivalent) with 6-speed automatic transmission, air suspension system with dual rear wheels, and 4-wheel anti-lock disc brakes. Due to Alaska's sub-arctic climate, the bus requires an advanced winterization package including three 50,000 BTU heaters, engine block heater, maximum body insulation with fiberglass materials, and heated exterior mirrors. The interior must include Freedman Family 35-inch high-back seats configured for 44 passengers, retractable 3-point seat belts, full LED exterior lighting, backup camera with front/rear views, and minimum four emergency exit windows plus one roof hatch. Delivery is Free On Board (FOB) to JBER, Anchorage, AK 99501, with standard manufacturer warranty including 3-year/36,000-mile bumper-to-bumper coverage and 5-year/100,000-mile powertrain limited warranty, with warranty care preference in Alaska.

14-Passenger Commercial Bus Procurement: The second specification requires delivery of three (3) brand-new, current model year 14-passenger commercial buses designed to accommodate 14 ambulatory passengers plus one driver without requiring a Commercial Driver's License (CDL). Vehicles must utilize Ford E450 Shuttle Bus chassis with 7.3L Gasoline V8 engines, Torqshift 6-speed automatic transmissions, and 14,500 lbs Gross Vehicle Weight Rating. The buses require exterior dimensions not exceeding 113 inches height and 96 inches width, with 158-inch wheelbase and minimum 76 inches interior headroom. Climate control includes minimum 42,000 BTU auxiliary rear heater, engine block heater, 210-amp alternator, and dual heavy-duty batteries. Safety features include electronic stability control, 4-wheel anti-lock disc brakes, heated power-adjustable mirrors, electrical entrance door with LED stepwell lighting, rear emergency door with gas shock retainers, and backup camera with safety horn. Interior seating comprises seven Freedman 35-inch high-back double seats with Level 4 Repel cloth, retractable 3-point seat belts, grey rubber flooring, and AM/FM radio with Bluetooth. All buses must undergo positive pressure water infiltration testing prior to delivery. FOB delivery to JBER, Anchorage, AK 99501 includes identical warranty terms: 3-year/36,000-mile bumper-to-bumper and 5-year/100,000-mile powertrain coverage, with Alaska-area warranty service preference.
