About this opportunity

The Department of the Air Force United States Air Forces in Europe - Air Forces Africa is seeking a contractor to renovate 35 golf course bunkers at the Woodlawn Golf Course on Ramstein Air Base in Germany. The project requires comprehensive renovation using rubber liners and stacked synthetic edges, with specific technical requirements including drainage system installation and environmental compliance. Contractors must be certified in Eco/DuraBunker techniques and demonstrate previous experience with at least 100 bunker projects using crumb rubber or capillary concrete liner systems within the past five years. The technical evaluation will be conducted on an acceptable/unacceptable basis across five key criteria, including team certification, business registration, project history, equipment compliance, and security documentation. Potential bidders must submit questions by February 24, 2025, attend a mandatory site visit on March 3, 2025, and provide final proposals by March 28, 2025.

The solicitation is not set aside for any specific business category and is open to qualified contractors. While no specific award value is explicitly stated, the project involves renovating bunkers across 18 holes with a performance period of 120 days between September 2025 and March 2026. The work will be performed at Ramstein Air Base in Ramstein-Miesenbach, Germany, with work hours limited to Monday through Friday from 0600-1800 hours. The government will provide supporting materials including backfill, infiltration boxes, pea gravel, drainage pipes, and cement, while the contractor must supply labor, equipment, and specialized renovation skills. The project encompasses approximately 2,300 square meters of crumb rubberized liner and 330 square meters of constructed bunker faces, with six bunkers requiring extensive reshaping. Contractors must comply with both German and U.S. Air Force environmental standards throughout the renovation process.
