About this opportunity
The National Park Service, National Capital Parks-East, seeks tree management and maintenance services on a firm fixed-price basis, with quotations due September 15 and questions due September 8. This is a 100% small business set-aside RFQ.
Work is performed at multiple NACE park locations throughout the National Capital Parks-East jurisdiction in the Washington, D.C. area. The contract runs from September 30, 2026, through September 29, 2027. CLIN 10 requires ten eight-hour days of tree service per month from October 2026 through May 2027; CLIN 20 requires the same service level from April 2027 through September 2027. Quotations are submitted via email to Richard Burns.
The contractor must deploy a crew with a minimum of five members including two climbers, three ground workers, and at least one ISA-certified arborist who must be present on-site at all times. The on-site supervisor must speak English fluently. All work must comply with ANSI Z-133, ANSI A300 standards, and ISA best management practices. The contractor supplies all labor, materials, equipment (including a chipper capable of processing material up to 12 inches in diameter and a truck with 10+ cubic yard capacity), supervision, traffic control, and related support services. Work occurs Monday through Friday, 7:00 a.m. to 3:30 p.m. ET. Stump removal requires grinding to 2 inches above grade in unmowed areas and 6 inches below grade in mowed areas with topsoil and tall fescue seed mix application. Payment is quarterly based on actual days worked, submitted through the Department of Treasury's Internet Payment Platform.
Quote submissions must include three separate volumes addressing technical capability, past performance (three completed reference questionnaires), and price. Evaluation is based on best value considering past performance, technical capability, and price, with non-price factors being significantly more important than price. NAICS code is 561730, Landscaping Services; PSC code is F014, Natural Resources/Conservation–Tree Thinning.
