The primary objective is to mitigate hazardous tree conditions and improve landscape aesthetics through pruning, removal, and vegetation management along roadsides, trails, and near park facilities. The base contract requires the contractor to provide ten (10) eight-hour days of tree service per month for one year from the date of award on a firm fixed-price basis, with quarterly payment tied to actual days worked. PART 1:

GENERAL

1. Background:

The National Park Service (NPS), National Capital Parks-East (NACE) maintains jurisdiction over more than 8,000 acres of landscape, and 123 lane miles of roadway, at 14 individual park units. This project will mitigate hazardous conditions and improve landscape aesthetics by pruning and removing trees and woody vegetation along roadsides, within trail corridors, in park landscapes, and near park facilities. This is a firm, fixed price contract, with all work to be complete within 5 calendar months of the NTP.

The contractor will be responsible for obtaining final measurements and verifying existing conditions prior to submittal of bid. The contractor shall provide all management, supervision, labor, materials, supplies, tools, equipment, and all other items necessary to coordinate and ensure quality workmanship.

2. PROJECT DESCRIPTION

2.1

NACE has limited tree industry resources and is therefore limited in providing the proper care to our over 8000 acers of urban forestry. The majority of NACE parks and roadways are in highly urbanized areas where there is an elevated level of risk due to close proximity of structures, human population, and adjacent roadways. The park does not have the capacity to manage tree removal on all 8,000 acres of land under the jurisdiction of NACE. Tree management in these areas is often quite complex, requiring specialized equipment, rigging, and climbing. This project is necessary to provide additional funding to protect park visitors, employees, and resources from hazardous trees.

Contractor shall assist with creating clear zones, hazardous tree removal, meadow clearing, occasional storm damage, pruning and all-around proactive tree maintenance, in order to protect and preserve our urban forest and help to create a safe environment for visitors and staff.
