About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 has issued a Special Notice of Intent to Award a Sole Source Procurement for the relocation of a Semi Auto Packing (SAP) system at the Consolidated Mail-Out Pharmacy (CMOP) in Hines, Illinois. This is not a request for quotes but rather a formal announcement that the government intends to award a sole source contract to Quality Manufacturing Systems, Inc. (QMSI). The procurement is valued as a firm fixed-price contract and falls under NAICS code 332999 (All Other Miscellaneous Fabricated Metal Product Manufacturing) and PSC code N081 (Installation of Equipment-Containers, Packaging, and Packing Supplies). The contracting office is located in Leavenworth, Kansas, with Contract Specialist Diana S. Olson serving as the primary point of contact. The solicitation number for this procurement is 36C77026Q0009.
The purpose of this sole source procurement is to relocate and restore the operational capacity of the SAP system, which enables the CMOP to process and send large volumes of packages with speed and accuracy. The government justifies this sole source award under FAR 13.501(a) because QMSI is the only vendor capable of providing the required services due to the system being under warranty and involving proprietary software, robotic controls, and automated equipment under QMSI's copyright. This is strictly a notice of intent rather than a competitive solicitation, meaning other contractors are not eligible to participate in this procurement. The specialized nature of the equipment and the proprietary technology involved necessitates that all servicing, handling, and relocation work be performed exclusively by QMSI. No specific deadlines are mentioned in the notice, as this represents the government's intention to proceed with direct negotiations with the sole source vendor.
Notice text
SPECIAL NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT.
THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD.
This Notice is to announce that the Department of Veteran Affairs, Consolidated Mail-Out Phamacy (CMOP) located in Hines, IL is proposing a firm fixed price contract with Quality Manufacturing Systems, Inc (QMSI) on a sole source basis to relocate and return to operational capacity the Semi Auto Packing system. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a). The reason justifying this sole source procurement is that QMSI is the only vendor who can provide the services needed as the system is under warranty and all servicing, handling, etc must be done by QMSI.
Background:
The SAP system allows the CMOP to send a large volume of packages out with speed and accuracy. This relocation must be sole sourced to QMSI due to proprietary software, robotic controls, and automated equipment under QMSI s copywrite.
