About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 6, through its Network Contracting Office (NCO) 6, has issued a Special Notice of Intent regarding a sole source contract with Philips North America LLC. The notice pertains to the relocation and reinstallation of an existing CT scanner in the Radiation Oncology Department at the Durham VA Medical Center. The Philips Big Bore CT scanner, originally purchased and installed in 2019, will be moved from the basement of the medical center to Building 42, a newly completed Cancer Center. The justification for this sole source procurement follows FAR 12.102(A), which permits solicitation from a single source. This notice represents the government's intent to negotiate directly with Philips rather than conduct an open competitive procurement.

While this notice is not a formal request for competitive quotes and no solicitation documents are available, other qualified businesses possessing relevant experience and expertise may submit written notice by the deadline to express their capability to perform the required services. Interested contractors must submit responses by 9:00 AM Eastern Time on March 26, 2026, with supporting evidence demonstrating their ability to comply with the requirements. There are no specific eligibility restrictions beyond possessing relevant experience and expertise in CT scanner relocation and installation services; however, the government retains sole discretion to determine whether to compete the acquisition based on submitted responses. The estimated contract value is $19 million under NAICS Code 238390 (Other Building Finishing Contractors) and PSC Code N065 (Installation of Equipment—Medical, Dental, and Veterinary Equipment and Supplies). All inquiries must be directed via email to Ricardo McIntosh at Ricardo.McIntosh@va.gov, and telephone requests will not be accepted.
