About this opportunity
The Department of Veterans Affairs Network Contracting Office 7 issued a Special Notice on October 22, 2025, announcing its intent to award a sole source procurement to Johnson Controls Security Solutions for an Avigilon Control Center Server and Access Control System at the Tuscaloosa VA Medical Center. This procurement falls under FAR 13.106-1(b), which permits solicitation from a single source, and is classified under NAICS Code 561621 (Security Systems Services) with a $25 million size standard. The estimated contract value is $50,346.16 for a firm-fixed price engagement. The notice indicates that a Limited Sources Justification has been prepared, and market research confirmed that Johnson Controls is the sole authorized vendor due to proprietary software licensing and programming requirements specific to the Software House Access Control System. The project will be located at the Tuscaloosa VA Medical Center in Building 1, Room 1, with a performance period of one work week.
This procurement intends to purchase and install security infrastructure components including software updates, licensing, programming support, and warranty compliance to maintain the integrity and security of the VA's physical access control infrastructure. Interested parties must submit responses demonstrating clear and convincing evidence that competition would be advantageous to the Government; responses are due no later than 12:00 pm EST on Monday, October 27, 2025, and must be emailed to Jessica.Cummings3@va.gov with no telephone inquiries or emails with questions accepted. Contractors seeking to participate must have at least three years of documented experience in Avigilon camera system installation and hold manufacturer certification. The contractor will be responsible for comprehensive services including preventive maintenance, documentation, on-site inspections, equipment calibration, and potential training services to ensure continuous operation of the camera coverage system supporting the VA Medical Center's security infrastructure.
