About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 1 seeks a turnkey one-for-one replacement of Building 4's chiller at its Central Western Massachusetts Medical Center in Leeds, Massachusetts, with proposals due September 4, 2026 at 4:00 PM EST. The solicitation is a 100% Service-Disabled Veteran-Owned Small Business set-aside; offerors must be verified in the SBA VetCert database at both quote submission and award.

Place of performance is 421 North Main Street, Leeds, MA 01053. The scope requires replacement of a Carrier chiller with all mechanical, electrical, and controls hardware and software support. All removed piping, valves, fittings, connections, and insulation require replacement with new components; no reuse of removed items is permitted. Electrical service may remain unchanged if compatible with the replacement unit. Controls integration with the existing SNE Building Automation System must maintain current functionality. Factory-authorized startup and commissioning is required; temporary cooling is not required during replacement. The contractor is responsible for refrigerant recovery and complete disposal of the existing chiller. Period of performance is six months from Notice to Proceed. All work must be scheduled at least seven business days in advance with the Contracting Officer's Representative.

Evaluation uses comparative evaluation under FAR 12.6 with technical factors and past performance combined as more important than price. Offerors must submit a technical proposal demonstrating OEM training and certifications, detailed technical approach addressing full specification compliance, safety and infection control plans, and parts sourcing plan; minimum three recent and relevant past performance contracts of similar scope; and firm-fixed-price quotes with a 60-day price hold period. AMENDMENT NO. 3

SOLICITATION NO. 36C24126Q0713

DATE: 8/28/2026

1. THE SOLICITATION IS HEREBY AMENDED AS FOLLOWS:

a. The following revised Question and Answer is incorporated into this solicitation and supersedes the previous response to Question 1.

b. The Government s response modifies and/or clarifies the solicitation.

c. All other terms and conditions of the solicitation remain unchanged. Vendors are reminded to review all other aspects of the solicitation and consider this amendment when preparing their responses.

2. REVISED RFI QUESTION AND ANSWER

Is the replacement chiller required to be Carrier and/or the same model identified in the PWS, or may the contractor provide a current equivalent unit meeting the existing system capacity and performance requirements? If an equivalent is acceptable, please provide the required capacity and performance criteria.

This is for commercial turnkey service of 1 for 1 replacement. It is not solicited as brand name justified because it is assumed that on a LPTA solicitation this would be the only cost-effective means and methods. If offerors wish to provide engineering design and support services along with electrical and building automations systems support with an alternative brand and integrate it with the identical sister unit, that can be considered including lead lag and all support pumping and load calculations but it was presumed this would not be considered cost effective given the due diligence and infrastructure change required to replace this unit with the identical lead/lag unit.
