About this file
This is Amendment No. 3 to Solicitation 36C24126Q0713 for Building 4 Chiller Replacement at the VA Medical Center (VAMC) Central Western MA facility. The amendment, dated August 28, 2026, revises the Government's response to Question 1 regarding chiller brand and model specifications, superseding the previous response from Amendment No. 2. The revised guidance clarifies that while a 1-for-1 Carrier replacement is the anticipated commercial turnkey approach under this Lowest Price Technically Acceptable (LPTA) solicitation, offerors may propose alternative brands if they include comprehensive engineering design and support services, electrical and building automation systems integration with the identical sister unit, lead-lag configuration, and supporting pumping and load calculations. However, the Government notes that alternative brand proposals would likely not be cost-effective given the required due diligence and infrastructure modifications.
The solicitation applies to NAICS Code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with PSC N041. The place of performance is VAMC Central Western MA, 421 North Main Street, Leeds, MA 01053. The contracting office is located in Providence, RI 02908. The extended response deadline is September 4, 2026, at 4:00 PM EST. The point of contact is Contract Specialist Juliette Buchanan at juliette.buchanan@va.gov. This is not a set-aside, and no Recovery Act funds are involved.

AMENDMENT NO. 3
SOLICITATION NO. 36C24126Q0713
DATE: 8/28/2026
1. THE SOLICITATION IS HEREBY AMENDED AS FOLLOWS:
a. The following revised Question and Answer is incorporated into this solicitation and supersedes the previous response to Question 1.
b. The Government’s response modifies and/or clarifies the solicitation.
c. All other terms and conditions of the solicitation remain unchanged. Vendors are reminded to review all other aspects of the solicitation and consider this amendment when preparing their responses.
2. REVISED RFI QUESTION AND ANSWER
Is the replacement chiller required to be Carrier and/or the same model identified in the PWS, or may the contractor provide a current equivalent unit meeting the existing system capacity and performance requirements? If an equivalent is acceptable, please provide the required capacity and performance criteria.
This is for commercial turnkey service of 1 for 1 replacement. It is not solicited as brand name justified because it is assumed that on a LPTA solicitation this would be the only cost-effective means and methods. If offerors wish to provide engineering design and support services along with electrical and building automations systems support with an alternative brand and integrate it with the identical sister unit, that can be considered including lead lag and all support pumping and load calculations but it was presumed this would not be considered cost effective given the due diligence and infrastructure change required to replace this unit with the identical lead/lag unit.
