About this opportunity

The Department of Veterans Affairs, Network Contracting Office 20, is conducting market research on behalf of Portland VA Medical Center to identify contractors capable of furnishing and installing a replacement evaporative cooling tower for Building T51, with capabilities statements due August 4, 2026, at 10:00 AM Pacific Time.

No set-aside is anticipated. Place of performance is Building T51 at VA Portland Healthcare System, 3701 SW US Veterans Hospital Road, Portland, Oregon 97239. The replacement cooling tower must fit within the existing physical footprint of the approximately 50-ton unit being replaced, operate with existing chilled water supply and electrical service with minimal piping and conduit adjustments, and integrate with Delta Controls building equipment management software for remote monitoring. The equipment must accommodate dual voltage operation (220V/50Hz), support alternative power sources including vehicle power and batteries, demonstrate seismic event resistance through appropriate anchoring, and maintain communication capabilities with the facility's "Backnet" system. The building's redesignation as a higher-occupancy Business use space necessitates enhanced cooling capacity beyond like-for-like replacement.

Period of performance runs September 1, 2026, through May 31, 2027. Vendor scope includes engineering calculations to confirm system sizing, commissioning support, extended hardware and software warranty provisions, and all materials and equipment necessary for installation. Responses should include business identification, SAM Unique Identifier, NAICS 238220 business size designation, affirmation of capability against draft requirements, place of manufacture information, and confirmation of Limitations on Subcontracting compliance if applicable (SDVOSB or Small Business). No solicitation guarantee is made. Submit capabilities statements and questions via email only to Darien Justice at darien.justice@va.gov.
