About this opportunity
The Department of the Navy's Commander Fleet Readiness Centers (COMFRC) Procurement Group at Patuxent River, Maryland has issued a Special Notice announcing their intent to award a sole source purchase order to Hexagon Manufacturing Intelligence, Inc. for MyCare and Quindos software subscription and maintenance services. The procurement is being conducted under Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i) on a sole source basis, as only one source is reasonably available to satisfy the agency's requirements. The Fleet Readiness Center Southwest (FRCSW) requires these software subscriptions to support Coordination Measuring Machines (CMMs), which are critical for maintaining production schedules and preventing work delays. Hexagon Manufacturing Intelligence is the original equipment manufacturer (OEM) of the MyCare and Quindos software and maintains exclusive rights to provide necessary software updates and technical support. The notice falls under the NAICS category for Software Publishers and the PSC category for IT and Telecom Business Application Software as a Service.
This Special Notice serves as an advance notification of the Navy's intent to proceed with a non-competitive procurement rather than a request for competitive quotes. However, the agency will consider capability statements from responsible sources if submitted within five calendar days of the notice's publication date of July 28, 2025, making the deadline August 2, 2025. Any information received will be evaluated solely to determine whether a competitive procurement should be conducted instead of the planned sole source award. The government retains full discretion in deciding whether to proceed with competition based on responses received. Interested parties should direct inquiries to Jessica Franceschini at the provided Navy email address. The software subscriptions are essential for maintaining the operational readiness of coordination measuring machines that support the Navy's fleet readiness mission.
