The contractor must supply all labor, equipment, materials, and services, including furnishing and maintaining four contractor-owned 30-cubic-yard roll-off dumpsters, with work performed Monday through Friday from 7:00 a.m. to 2:30 p.m. excluding federal holidays. Key requirements include obtaining all required state and local permits, maintaining OSHA 10-hour certifications for all employees and OSHA 30-hour certifications for supervisors, providing proof of negative TB tests, maintaining 24/7 emergency response capability with two-hour on-site arrival times, and submitting monthly invoices with tonnage reports. Proposals will be evaluated based on technical capability, past performance, and price, with the quotation deadline of March 25, 2026 at 2:00 PM CST to be submitted to Caleb Parker at caleb.parker@va.gov.
This procurement is designated as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, restricting competition to eligible service-disabled veteran-owned firms. The contract will be awarded for a five-year period consisting of a one-year base period (October 1, 2026 through September 30, 2027) with four optional one-year extensions, with an estimated contract value of $47 million. Prevailing wage rates as established by Wage Determination 2015-5109 (Revision 29) apply to this acquisition, with rates ranging from $12.22 to $51.40 per hour depending on the occupation.
