About this opportunity
The National Park Service seeks qualifications for a multiple award IDIQ contract for professional fire protection engineering and fire protection related facility management services, with Phase I qualifications due May 12, 2026. This procurement is set aside for Total Small Business, with NAICS code 541330 (Engineering Services) and a size standard of $25.5 million.
The five-year IDIQ runs May 1, 2026 through April 30, 2031, with a $5 million ordering ceiling, a $5,000 guaranteed minimum, and individual task orders not to exceed $1 million. Work will be performed nationwide at various NPS locations. Services include fire protection engineering and conceptual design, inventory of fire protection and life safety systems, construction management and system commissioning, life safety and fire risk assessments, cost estimating, and construction field engineering. Crucially, final construction documents must not reference delegated fire protection system design by construction contractors; all design shall be performed by the architect-engineer contractor.
Firms must submit SF330 qualifications, organizational charts, resumes for all required personnel across 18 specified engineering and technical disciplines, and supporting materials not exceeding 20 double-sided pages. All professional engineers must hold PE licensure in their respective disciplines; fire protection engineers specifically require FPE licensure or NICET III certification. Key personnel include a Principal Project Manager and Senior Fire Protection Engineer. Dual-hatting is permitted where individuals demonstrate qualifications for multiple roles. Subconsultants may perform detailed fire sprinkler design if incorporated into contract documents and sealed appropriately.
The government will conduct Phase I evaluation selecting a short list based on professional qualifications, specialized experience in fire protection engineering and historic buildings, capacity for multiple task orders, past performance (federal and private sector weighted equally), and general NPS site knowledge. Phase II will invite short-listed offerors to submit detailed proposals with pricing for negotiation. FAR 52.219-14 limitations on subcontracting apply: small business contractors are restricted to 50 percent subcontracting for services and supplies. Amendment 012 was posted May 13, 2026.
