The government will conduct a two-phase evaluation process: Phase I will select a short list of qualified firms based on professional qualifications, specialized experience in fire protection engineering and historic buildings, capacity to respond to multiple task orders, past performance, and general knowledge of NPS sites. The National Park Service (NPS), Structural Fire Prevention Program (SFPP) is seeking qualified Small Business firm(s) or organization(s) to provide Architect-Engineer (A/E) Fire Protection Engineering and supporting services under an

Indefinite Delivery Indefinite Quantity (IDIQ) contract for a variety of projects within National Park Service units either on-site at various DOI locations throughout the United States, its territories and possessions, Puerto Rico, the Trust

Territory of the Pacific Islands and the District of Columbia or off-site at the Contractor's facility.

Work performed under an IDIQ as contemplated in this Request for Qualifications must be performed by individuals licensed or certified in at least one state or protectorate in which the individual works.

The lead firm(s) selected for contract award(s) will be an engineering firm with in-house and/or subcontracted fire protection engineering and related services, described herein as “Required Disciplines”.

Contractors must be able to demonstrate a sensitivity to NPS conservation and interpretation values, protection of buildings’ historic fabric and character-defining features, sustainable design principles, and familiarity with the following:

• Secretary of the Interior’s Standards and Guidelines for Archeology and Historic Preservation

• Secretary of the Interior’s Standards for the Treatment of Historic Properties

• Secretary of the Interior’s Standards for Treatment of Historic Properties with Guidelines for the Treatment of

The Government may elect to award a single IDIQ contract or to award multiple IDIQ contracts to one or more sources under this solicitation. The Government reserves the right to award contracts, based on the Source Selection Official’s final selection list, in order of preference, to the firms considered most highly qualified to perform the work. Each selected firm shall be provided a fair opportunity to be considered for task orders to be issued. The Government will use such factors as experience, qualifications, past performance, quality of deliverables, timeliness, geographic location, and other factors (i.e. knowledge of local construction methodologies and practices, natural and cultural compliance, permitting, etc.) that the Contracting Officer, in the exercise of sound business judgment, believes are relevant to the placement of orders.

This is reserved for Small Business Concerns, only small businesses may apply. The NAICS code for this requirement is

541330, size standard $16.5 million annual receipts, averaged over the preceding 3 years. The size of the small business firm includes all parents, subsidiaries, affiliates, etc. (See 13 CFR

121.103 and 13 CFR 121 108).

This IDIQ contract will be awarded and administered by the National Park Service (NPS) ConOps Strategic; Task orders may be issued by any A&E certified CO with permission from the Structural Fire Prevention Program, Structural Fire

Program Manager who will review and authorize such requests before a request for proposal is issued. All task orders must be within this contract’s scope and must comply with the terms, conditions and intent of this IDIQ contract. The purpose of this pre-solicitation permission requirement is to facilitate the Structural Fire Prevention Program; Structural Fire Program

Managera ability to track all task orders for accountability purposes.

I. TYPES OF PROJECTS

A. General Description. Projects may include:

• Fire protection engineering and conceptual design services to include engineering analyses, CAD drawings, and recommendations for fire protection systems and construction of building life safety systems.

• Inventory of fire protection and life safety systems

• Construction management including submittal reviews, system acceptance testing, construction phase oversight for the FCO/AHJ of contract installer’s work to commission fire protection systems, and to recommend the issuance of a fire and life safety certificate of compliance to the FCO/AHJ.

• Life Safety and Fire Risk Assessments, which consists of a physical survey, cost estimates, and completion of the accompanying report.

B. Demonstrative Example 1 (Fictitious): Under the direction of a Registered Professional Fire Protection

Engineer, the A/E could be tasked with inventorying specific fire protection systems and specified attributes of the system as noted in each task order.

Additionally, when the Contractor is provided with a list of fire protection systems thought to be in a building, the

Contractor will be required to verify the system’s existence and note specific attributes of the system as required by the task order.

Field work does not require a license or certification to accomplish but does require specific knowledge and background in fire protection systems in order to accurately detail systems and their attributes.

Inventory Technicians conducting field documentation and the reporting associated with fire protection and life safety system inventory shall be persons employed with or subcontracted by the Contractor and possessing the appropriate experience. Any Inventory Technician associated with the project shall be working under the supervision of a registered professional Fire Protection Engineer in the United States.

• Demonstrative Example 2 (Fictitious): Task orders associated with this item are for fire protection engineering services that include the conceptual design of fire protection systems and building features in new or altered construction. During the conceptual design phase, the Contractor may be asked to serve as a member of a team of Contractors and NPS employees to include park representatives and the Fire Code Official (FCO)/Authority

Having Jurisdiction (AHJ) for the project. Contractors will perform engineering analyses and make recommendations for fire protection systems and construction of building life safety systems. The results of these tasks may consist of any combination of the following: a written engineering analyses, conceptual CAD drawings, technical specifications, and cost estimates necessary to support installation and/or replacement of the existing fire protection systems or building features. Contractors may be tasked to provide services during the

Pre-Design (PD), Schematic Design (SD), Design Document (DD) and/or Construction Document (CD) phases.

Task orders for these types of services will clearly specify the scope.

• Demonstrative Example 3 (Fictitious): Under the direction of a Registered Professional Fire Protection

Engineer, the A/E could be asked to provide construction phase advice for the AHJ/FCO of contract installer’s work, to recommend the commissioning of fire protection systems, and to recommend the issuance of fire and life safety certificates of compliance, required prior to occupancy by NPS policy.

• Demonstrative Example 4 (Fictitious): The A/E could be asked to produce a Life Safety and Fire Risk

Assessment, a physical survey and accompanying report that provides a complete evaluation of each park structure’s construction, function, operational support systems and occupancy as they impact fire protection and life safety. The report shall identify risks to life, property, or park mission from the effects of potential fire incidents. The report shall serve as a reference document to NPS management for planning and prioritizing projects for short term work in order to maintain satisfactory facility safety, and to plan for long-range decisions regarding renovation, reinvestment and preservation. Specific language regarding the assessment of collections and/or historic objects may be included in task orders.

• Demonstrative Example 5 (Fictitious): The A/E could be asked to design an automatic fire alarm and suppression system for a historic building that protects the building and its occupants from fire while maintaining the building’s characteristic features and historic fabric while following the Secretary of the

Interior’s Standards and Guidelines for Archeology and Historic Preservation.

A. Engineering or technical support documents that address the restoration of surfaces (plaster/drywall repair, masonry, carpentry, backfill, etc.) may be required but actual facilities related construction work is not within this scope.

B. Other disciplines not listed but required for completion of a specific task associated with a specific project will be added as necessary.

III. PRIMARY SERVICES REQUIRED

A. For the purposes of this contract, the services to be provided will primarily consist of the following:

1. Inventory of fire protection systems and certain attributes;

2. Fire protection engineering and conceptual design services;

3. Construction oversight, system acceptance, and collaboration for the issuance of fire and life safety certificates of compliance;

4. Life Safety and Fire Risk Assessments;

5. Cost Estimating; and

6. Construction Field Engineering (i.e. construction engineering, inspection, on-site testing, safety engineering, scheduling for verification, etc.).

IV. EXECUTIVE ORDERS, LAWS AND REGULATIONS

Comply with Design Imperatives at http://www.nps.gov/dscw/dbbgeneral.htm plus all applicable Executive Orders, laws, and regulations.

V. CONTRACT PERIOD AND AMOUNT

All services will be provided under Indefinite Delivery Indefinite Quantity (IDIQ) contract(s). The contract period is anticipated to be a five (5)-year period with five pricing periods. Work will be ordered by issuance of firm fixed price, labor hours, and time and materials task orders. The maximum ordering ceiling limitation for each contract will be

$5,000,000.00. The $5,000,000.00 maximum may be realized in a single year or spread out over the life of the contract including all option periods. Each task order will not exceed $1,000,000.00. The guaranteed minimum for the life of the contract, which includes the contract and all pricing periods is $5,000.00.

VI. COORDINATION

The proposed work may extend over several fiscal years, involving projects at various stages, which will require that the selected firm(s) must be capable of providing and managing a multi-disciplinary team from within the firm or in conjunction with subconsultants. The A/E will need to have direct contact with federal, state and local regulatory agencies to assure compliance with regulations, codes, and policies.

VII. TECHNICAL EVALUATION CRITERIA

A. Statements of Qualification will be evaluated by a selection committee of National Park Service personnel based upon the following primary criteria:

1. Professional qualifications necessary for satisfactory performance of required services. To demonstrate qualifications, offerors shall include resumes of key personnel utilizing the SF330 that can perform the required disciplines described in Section II, Part A. Offerors shall be aware that the additional disciplines in Section II, Part B may be required during the performance of this IDIQ and propose firms that can meet these requirements but are not required to include key personnel resumes in the Statements of

Qualification submission.

2. Specialized experience and technical competence in the type of work required; including the following:

i. Fire protection engineering

a. Demonstrated technical knowledge of fire protection engineering projects in relation to the renovation of historic buildings and cultural resources

b. Experience working with and responding to the concerns of authorities having jurisdictions and fire code officials.

c. Engineering of complicated fire protection systems such as clean agent or mist systems

ii. Contract oversight, system commissioning, and fire and life safety certificates of compliance

a. Demonstrated technical experience in conducting system commissioning.

b. Demonstrated technical experience in conducting certificate of occupancy inspections.

iii. Life Safety and Fire Risk Assessments

a. Experience in comprehensive fire protection risk assessments that involve both a prescriptive approach and a risk-based approach.

c. Demonstrated technical knowledge of assessing significantly historic buildings to determine the fire risk and developing mitigation strategies.

3. Capacity to respond to expanded or multiple task orders on short notice and within established schedules at a variety of NPS locations, while maintaining a high standard of quality and controlling costs.

4. Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules.

5. General knowledge of the locality in terms of NPS sites across the United States, its territories and possessions, including any cultural and natural resource considerations involved in working at NPS sites.

In addition to the listed factors, offers will be evaluated on the basis of advantages and disadvantages to the government that might result from making more than one award (i.e. multiple awards).

VIII. SUBCONTRACTING REQUIREMENTS

In accordance with FAR Clause 52.219-14, LIMITATIONS ON SUBCONTRACTING (DEVIATION 2019-01), at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern or similarly situated subcontractors. For this procurement, percentage of work performed/costs incurred by all small business firms under the contract shall be included in meeting the 50 percent requirement. After the basic

IDIQ contracts are awarded, subsequent task order awards under them will require proposals clearly delineating the above-mentioned 50 percent or more costs.

IX. SUBMISSION REQUIREMENTS

Firms that fully meet the requirements described in this announcement are invited to submit:

A. A Letter of Interest;

B. A completed Standard Form 330 for the proposed team (including Parts I and II);

C. A completed Standard Form 330 Part II for each firm (prime and subconsultants);

D. An organization chart of the team, as requested in the Standard Form 330. The organization chart shall include the names of the key personnel, firms, disciplines, roles and responsibilities and the professional licensure/certification of key personnel.

E. Submission of any additional supporting material is permitted in Section H, per the instructions of the Standard

Form 330, but only to the extent that it substantiates the relevant project work specifically described on the

Standard Form 330. Offerors are encouraged to submit Past Performance information in Section H and shall note that the government may utilize data obtained from other sources, to include additional references and the

Past Performance Information Retrieval System (PPIRS), in the development of past performance ratings.

Additional information submitted in Section H should not exceed 20 double-sided pages.

The offeror shall ensure that fonts and supporting graphics are discernible; a minimum font size of 10 point is recommended for use.

This Multiple Award IDIQ allows for the issuance of firm fixed price, labor hour, time and materials, and/or combination type task orders. Task order pricing shall be calculated based upon labor rates no greater than those shown in the table below and other direct costs (ODCs) as noted below. Task Order coordination and handling fees are not permitted.

The maximum ordering limitation is $5,000,000.00 for the life of the contract for all orders when combined. The $5,000,000.00 maximum may be realized in a single year or spread over the life of the contract.

The Contractor is guaranteed a minimum of $5,000.00 during the life of the contract.

The rates below represent the fully loaded labor rates for the base and all option periods. These rates include all labor, G&A expense, overhead and profit.

The following is an example of a final rate schedule that will be incorporated into the final IDIQ contract. Subconsultants shall be listed separately from the prime firm. ODCs that are required to perform the requirements of individual task orders shall be identified and the price negotiated prior to task order award.

Task Orders may include items not pre-priced within this contract (also referred to as open market items) if all applicable acquisition regulations pertaining to the purchase of the items have been followed and the ordering activity Contracting Officer has determined the price for the items is fair and reasonable.

ODCs shall be calculated based upon the direct costs to the prime contractor. ODCs shall not include any prime contractor markups

(e.g. overhead, profit, etc.). Examples include, but are not limited to:

ORDERING ACTIVITIES

Contracting Officers (CO) from the Structural Fire Prevention Program of the National Park Service (NPS) are authorized to place orders against this IDIQ without any notice required. Contracting Officers (CO) from other offices within the National Park Service are allowed to place orders under this IDIQ but must first send a request to utilize the IDIQ via email to the administering COR prior to placing an order against this IDIQ. This email request shall include a brief description of the services required, an Independent

Government Estimate and estimated Period of Performance. All COs utilizing this IDIQ are individually responsible for verifying that the price ceiling has not been exceeded on the IDIQ and that the work to be performed is within the general scope of the IDIQ.

FAIR OPPORTUNITY PROCEDURES

Fair opportunity for ordering will occur in accordance with FAR 16.505(b)(1) and the selection procedures in FAR 36.6.

QUARTERLY REPORTING REQUIREMENTS

The Contractor shall submit a report listing all task orders—whether active or inactive—issued against this IDIQ contract to the

Contracting Officer quarterly. The report must include for each task order the following information:

• The contract office that issued the task order;

• The task order number;

• The award value;

• The current task order value;

• The period of performance; and

• A brief project name or description

In addition, the Contractor shall complete and submit a copy of the attached Limitation on Subcontracting Report. Refer to Clause

52.219-14 (Small Business and 8(a)) for associated information.

CAPABILITY STATEMENTS

The contractor is responsible for ensuring that capability statements on file with the Structural Fire Prevention Program, Structural

Fire Program Manager are kept current.

SCOPE OF SERVICES

3.0 Professional Licenses and Registrations for “Required Disciplines”

At a minimum, the contractor must be able to provide fire protection engineers with experience in condition assessments, work in government buildings, and work involving historic buildings, collections, and archives. Assessments will require a thorough knowledge of the most recent edition of the International Code Council (ICC) codes to include the International Fire Code (IFC) and the International Wildland-Urban Interface Code (IWUIC), and the National Fire Protection Association (NFPA) codes and standards referenced therein, including NFPA 70: National Electrical Code (NEC). Specific policy related requirements that differ from code, such as those in DO/RM 58: Structural Fire Management or the Structural Fire Design Guide, will be provided when needed. All work where a fire protection engineer is required is to be accomplished by a registered professional fire protection engineer in the United

States. All task orders will require the contractor to appoint a senior fire protection engineer as the project manager who will be responsible for review of all submittals prior to submission to the NPS. Particular tasks may require specific skills and certifications, which will be listed in the task orders when issued.

Contractors must be able to demonstrate a sensitivity to NPS conservation and interpretation values, protection of buildings’ historic fabric and character-defining features, sustainable design principles, and familiarity with the following:

5.0 Performance of Cost Estimating

When required by the specific task order the contractor shall prepare and submit Class C cost estimates. The cost estimate shall describe all the work required to correct all deficiencies identified during the task. Cost estimating shall be performed in accordance with recognized industry practices, such as RS Means CostWorks®, and NPS policy, as approved by the COR. Cost estimating shall include a detailed description of the work that is required and all labor and materials necessary to perform the work. Cost estimating shall also include any patching, painting, trenching, revegetation, clean-up, or other finishing work that will be required as a result of required repairs. Costing shall be presented in an itemized fashion. The contractor shall submit cost estimates within the timeframes noted on each task order. Some task orders may require the use of a cost-estimating software system (CESS).

6.0 Orders, Laws, Policies, and Regulations

All services under this IDIQ shall be performed in accordance with applicable codes as identified in the specific order, NPS policy, accepted industry standards, and under the supervision of a licensed professional fire protection engineer and as approved by the NPS

Contracting Officer’s Representative (COR) and the NPS regional FCO/AHJ. Unless otherwise stated, the work performed shall be conducted in accordance with the most recent version of the IFC and its referenced NFPA codes and standards, The contractor remains fully responsible for determining if the standards, codes, or provisions cited in the issued order have been revised or updated. The contractor shall use the most current release of applicable ICC and NFPA codes and standards in the completion of work under this IDIQ. Any such conflicts between ICC, NFPA codes, and referenced standards and orders issued shall be brought to the attention of the Contracting Officer’s Representative (COR) prior to performing the associated work.

7.0 Contract Type: This IDIQ allows for the issuance of firm fixed price, labor hour, time and materials, and/or combination type task orders.

8.0 Period of Performance: May 1, 2026 – April 30, 2031.

9.0 Area of Coverage/Place of Performance/Hours of Operation:

The primary area of coverage is Nationwide, i.e. the United States, its possessions, and territories. Regular working hours are from

7:00 a.m. to 5:00 p.m., Monday through Friday, excluding federal holidays, and weather-related closures, unless otherwise noted. All work shall be scheduled during regular working hours unless otherwise specified by the park.

The proposed work may involve a variety of tasks and extend over multiple park locations, which will require that the selected firm(s) must be capable of providing and managing a multi-disciplinary team from within the firm or in conjunction with subconsultants. The firm(s) will need to have direct contact with and manage efforts at multiple parks to coordinate these types of tasks. Unless otherwise stated, firms shall notify the designated park contact within 48 hours of receiving a task order to begin discussing the timeframe for the contractor’s visit and any logistical concerns either party may have. The firm will need to request access to all buildings and, if housing is involved, ensure the park is working with occupants so that access to the residence(s) can be gained while the contractor is on site. If the park is not able to meet contract performance time frames, the contractor shall notify the COR immediately.

10.0 Existing Conditions and Work Conditions:

The A/E may be required to visit the area where work is to be performed and by his own investigation satisfy himself as to the existing conditions affecting the work to be done. If the A/E, including subcontractors, chooses not to visit the area, they will nevertheless be charged with knowledge of conditions which a reasonable inspection would have disclosed. The A/E shall assume all responsibility for deductions and conclusions regarding the difficulties in performing the work under this contract. Occasionally, travel by small aircraft, capable of landing on water or snow, may be required.

Whenever the A/E has staff working in the field, and if so directed by the contracting officer, the A/E’s representative in charge of field operations shall contact the COR at least biweekly during progress of field operations, and prior to departure after completion of the field operations. The purpose of these contacts is to ensure cooperation in the solution of mutual problems and to provide information on the progress of field work.

11.0 Contracting Officer’s Representative Delegation and Authority:

The COR will be responsible for technical monitoring of the contractor’s performance and deliveries. The Contracting Officer (CO) and the COR shall work together to ensure that all contractual requirements are being met. The COR will interpret specifications or technical portions of the work.
