About this file

This is a Questions and Answers document for National Park Service (NPS) Solicitation 140PS126R0001, a Multiple Award IDIQ contract for Professional Fire Protection Engineering and Fire Protection Related Facility Management Services. The Q&A clarifies personnel qualification requirements, team composition flexibility, and submission procedures for interested offerors responding to this engineering services contract.

Key clarifications include: resumes are required for all required engineering disciplines (not just the two named Key Personnel positions), and all engineers must be licensed Professional Engineers (PE) in their respective disciplines, with Fire Protection Engineers specifically requiring FPE licensure; a single individual may fill multiple required discipline slots if their resume demonstrates qualifications for each role; the contract requires NAICS code 541330 (Engineering Services) and encompasses multiple disciplines including fire protection, mechanical, electrical, civil, structural engineering, and historic architecture; subconsultants may perform detailed fire sprinkler design if incorporated into contract documents and sealed appropriately; and the Senior Fire Protection Engineer (Key Personnel) may simultaneously serve as both the Senior Project Manager and as Fire Protection Engineer 1 under the required engineering disciplines. The NPS emphasized that while many projects may only require a project manager, fire protection engineers, and cost estimator, the diverse portfolio of historic structures under NPS protection necessitates additional subject matter expertise from related engineering and architectural disciplines to address unique design challenges. The document references Amendment 003 and prior Q&A responses (dated 3/30/2026 and earlier) for additional clarification on sprinkler system design responsibility and subconsultant identification requirements.

QuestionsAnswers
1. Section II Part A scope clarification Under Section VII, Technical Evaluation Criteria, the RFP states that offerors shall include resumes of key personnel that can perform the required disciplines described in Section II, Part A. However, Section II Part A as written includes both the Required Engineering Disciplines paragraph and the Incidental Services paragraph. Can NPS confirm that the resume requirement applies to the Required Engineering Disciplines list only, and not to Incidental Services roles such as AutoCAD drafting, GIS, and Microsoft Office applications? There are certain experience/educational requirements for the incidental services: how can the government evaluate a position holder without a resume
2. Key Personnel vs. all disciplines The Q&A response to Question 4 confirms that resumes are required for all required engineering disciplines. Can NPS confirm that this means all roles listed under the Required Engineering Disciplines in Section II Part A, and not solely the two Key Personnel positions named in Special Clause H3 — Principal Project Manager and Senior Fire Protection Engineer?Yes, all required engineering disciplines
3. PE licensure requirement for non-FPE disciplines Section II states that required engineering disciplines include registered professional engineers who possess professional licenses in at least one state or protectorate. Section 3.0 explicitly requires a registered professional FPE for fire protection work but does not explicitly extend the PE requirement to mechanical, electrical, civil, or structural engineers. Can NPS confirm whether PE licensure is required for all required engineering discipline slots, or only for the Fire Protection Engineer positions? We require a fire protection engineer (FPE) to be licensed as a professional engineer (PE). Those other disciplines should also be licensed for their area of expertise. Section 3.0 likely called out FPE licensure since it's an FPE contract and that is spelled out in our structural fire policy (RM 58). Furthermore, all engineers should be licensed professional engineers in their respective disciplines. Engineers that aren’t licensed aren’t technically considered engineers. Non licensed engineers are actually engineers in training (EIT) or technicians.
4. Dual-hatting across discipline slots The Q&A response to the dual-hatting question confirms that a smaller company may have people who perform more than one task, and that NPS will evaluate based on ability to perform in a timely manner. Can NPS confirm that a single named individual may appear in the SF330 under more than one required discipline slot, provided their resume demonstrates the qualifications for each role?See question 10 from 3/30/2026
5. Prior firm project experience in Section F Can NPS confirm that example projects listed in SF330 Section F may include projects performed by key personnel at prior employers, provided the performing firm is clearly identified in Block 25 and the individual's role is documented in their Section E resume? Please refer to the Instructions section of the SF330: it clearly states what is required for submission
6. Teaming agreement requirement at Phase I Can NPS confirm whether executed teaming agreements with subconsultants are required as part of the Phase I SF330 submission, or whether letters of intent are sufficient at this stage with formal agreements required only at Phase II?Please refer to the Instructions section of the SF330: it clearly states what is required for submission
1. Fire Sprinkler Design Responsibility: Please confirm whether the Government intends for the A/E team to provide fully detailed fire sprinkler system design (including layout and hydraulic calculations), or if performance-based design with delegated design to a specialty contractor is acceptable. Please refer to Amendment 003: it clearly answers that question
2. Subconsultant Fire Protection Design Is it permissible for the prime A/E firm to subcontract detailed fire sprinkler system design to a qualified fire protection subconsultant, provided the design is incorporated into the contract documents and sealed appropriately?Question 9 on 3/30/2026 answers this question
3. Identification of Fire Protection Designer on SF330 If a subconsultant performs detailed fire sprinkler system design, should that firm be identified as the Fire Protection Designer in the SF330, or should that role be attributed to the prime A/E firm? Please refer to the Instructions section of the SF330: it clearly states what is required for submission
Does an engineering firm (NAICS code 541330) have to respond to the solicitation or can an Architecture firm (NAICS code 541310)?The NAICS Code for the Procurement is 541330- all respondents must have the applicable NAICS
Please confirm that there are only five fire protection engineer positions: Principal Engineer, FPE 1, FPE 2, FPE 3 and FP designer. Based on the information in Appendix A, there does not appear to be any requirement for submitting a resume for an engineer between 5 and 10 years of experience (typically mid level). --> Is the Principal Engineer expected to have FPE experience?Principal Engineer (Senior Engineer) Functional Responsibility: Responsible for playing a lead role in designing fire protection and life safety systems.
The solicitation requires a wide range of engineering disciplines. Based off the types of projects/ services outlined in the solicitation it seems most, if not all, the work can be completed with project manager, fire protection engineers/ designers, and a cost estimator. Please verify the need for other disciplines such as electrical, mechanical, civil, structural, and an architect. While many projects may only require a project manager, fire protection engineer/designer, and a cost estimator, the National Park Service protects a wide range of historic buildings from different time periods. These structures are unique and often come with design challenges for fire protection and life safety systems. As such, we may need to obtain additional subject matter expertise from related disciplines, such as mechanical, electrical, civil, or structural engineering, and historic architects familiar with the treatment of historic buildings as already outlined in the solicitation.
Section E Format for Individuals Filling Multiple Roles: Where an individual is proposed to fill more than one required discipline role, can NPS confirm the preferred approach for completing Section E of the SF330 — specifically whether a single resume entry noting multiple roles is acceptable (the roles would be noted in box 13), or whether a separate Section E entry is required for each role the individual will perform? Please ensure that the single entry completely explains the qualifications of the individual
Senior FPE and FPE 1 — Same Individual_ Can NPS confirm whether the Senior Fire Protection Engineer named as Key Personnel in Special Clause H3 may also serve as the Fire Protection Engineer 1 under the Required Engineering Disciplines, or whether these must be separate individuals? One individual can meet the needs of multiple disciplines.

Senior FPE Task Order Project Manager Function: Section 3.0 on page 16 states that all task orders require the contractor to appoint a senior fire protection engineer as the project manager responsible for reviewing all submittals prior to submission to NPS. However, none of the Fire Protection Engineer discipline definitions in Attachment A describe a project management function — and the solicitation separately defines a Senior Project Manager as a distinct required discipline. Can NPS clarify whether the submittal review and project manager function described in Section 3.0 is intended to be performed by the Senior Fire Protection Engineer named in Special Clause H3, the Senior Project Manager discipline slot, or whether these are separate and distinct responsibilities that may be assigned to different individuals on a per task order basis? The Senior Fire Protection Engineer can be the same individual as the Senior Project Manager. The Senior Fire Protection Engineer is responsible for reviewing the work of the junior fire protection engineers before submission to the NPS.
