About this file

This is a Questions and Answers document for Solicitation 140PS126R0001, a Multiple Award IDIQ contract for Professional Fire Protection Engineering and Fire Protection Related Facility Management Services issued by the Department of the Interior National Park Service. The Q&A document clarifies solicitation requirements and submission guidelines for prospective contractors.

Key clarifications include: the correct solicitation number is 140PS126R0001 (disregarding extra zeros in document headers); ten (10) relevant projects demonstrating team capability are acceptable for submission under SF-330 Section I, Part E; the Senior Consultant/Principal Project Manager may be an in-house engineer; the correct NAICS code is 541330; and projects should demonstrate past performance, though no specific timeframe is mandated in the referenced section. Regarding staffing requirements, the IT specialist role focuses on data entry into government databases (currently SharePoint and Power BI, with potential transition to another system during contract performance); the government confirmed that data entry will occur at the task order level for deliverables only, with no ongoing data entry support required under the IDIQ contract. The government indicated willingness to consider whether the Network Administrator requirement should be amended, noting that engineers in surveying, mapping, CAD, and related fields can perform data entry and electronic submission tasks despite lacking traditional IT network credentials. Contractors should acknowledge amendments within their submissions per Question 4 from the 3/30/2026 Q&A.

For the IT specialist, the Q&A stated that the individual historically does data entry into government databases. Can you please let us know what database the government requires data entry into? Additionally, we have multiple engineers who submit data, reports, and other deliverables into government databases, portals, etc.Currently, government data entry may be in Microsoft SharePoint/Power BI system. SharePoint and PowerBI are frequently used in the NPS perform data management. The Structural Fire Program may be bringing on another data management system within the life of this contract. Contractors may need to work within the new system.
Can the government confirm that the data entry requirement will be at the task order level and will be for deliverables required within the task order and not ongoing data entry support?Data entry will be at the task order level. Ongoing data entry support will not be required under the IDIQ contract.
Will the government amend the requirement for a Network Administrator as this is not related to a computer network but more data entry and electronic submissions. Engineers in surveying, mapping, CAD, etc are fully capable of the requirements in this resume, but won’t have “network” or “IT” education. While current Network Administrator needs are low, and most projects only deal with data entry in currently created systems. Future data management needs are required using SharePoint and Power BI in the short term. Transitioning to another data management system may occur within the life of this contract, though the exact software is not known at this time.
