About this opportunity
The U.S. Army Corps of Engineers, Fort Worth District, on behalf of the Department of the Air Force, seeks a Design-Build team to design and construct an approximately 600,000-square-foot Multi-Domain Cyber & Intel Operations Center at Joint Base San Antonio, Lackland Air Force Base, Texas, with White Paper submissions due September 25 and questions due September 18. This procurement is structured as a Progressive Design-Build Other Transaction Agreement valued at $986 million, not subject to FAR, and employs qualifications-based selection rather than price-based competition.
Place of performance is San Antonio, Texas. The facility must meet Intelligence Community Directive 705 (ICD 705), UFC 4-010-05, and TEMPEST requirements to support 24/7 cyber, intelligence, surveillance, and reconnaissance operations for over 3,000 members of the 16th Air Force. Infrastructure includes a purpose-built HPC/AI/ML data center, command-and-control spaces, RED/BLACK secure communications separation, 2N UPS and generators with 10 megawatt capacity, and 6,000 tons of air-conditioning capacity. All respondents must be registered in SAM with a valid Unique Entity Identifier, maintain applicable security clearances, and achieve CMMC Level 1 Self-Certification prior to award.
The project is structured in two phases: Phase 1 covers design and pre-construction services with fixed-price, milestone-based payments; Phase 2 includes final design and construction under a Guaranteed Maximum Price. Performance and payment bonds equal to 100% of Phase 2 GMP are required within 10 days of Phase 2 execution. The Government retains an off-ramp mechanism to discontinue and retain all Phase 1 design rights if fair and reasonable Phase 2 pricing cannot be negotiated.
Selection is two-step: Step 1 requires White Papers of no more than 20 pages addressing team composition, relevant project experience on secure ICD 705-compliant federal facilities, PDB/OTA execution approach, project understanding, key personnel, and bonding capacity (Go/No-Go requirement). Three firms will be selected for pitch presentations on November 5, followed by Phase 1 award targeted for June 16, 2027. NAICS 236220, PSC Y1JZ.
