About this opportunity
Immigration and Customs Enforcement seeks an Indefinite Delivery-Indefinite Quantity contract for armed guard transportation services across five Areas of Responsibility (Baltimore, Boston, Newark, New York, and Washington), with Phase 1 proposals due August 11, 2026 at 2:00 PM EST. This is not a set-aside procurement.
Place of performance spans New York, Maryland, Pennsylvania, New Jersey, Virginia, West Virginia, Delaware, Massachusetts, Connecticut, Rhode Island, Maine, New Hampshire, Vermont, and portions of North Carolina and Georgia. The contractor must provide uniformed transportation officers on a 24/7/365 basis for detainee and alien file movement, operating from designated hubs in each AOR with government-provided space in New York City and contractor-secured facilities in Baltimore, Newark, Boston, and Washington. The NAICS code is 561612, Security Guards and Patrol Services; PSC is S206, Housekeeping-Guard.
Service requirements include armed personnel meeting federal and state firearm laws, holding commercial driver's licenses with passenger endorsements, and possessing one year of law enforcement, military police, security officer, or comparable experience. All personnel must clear Personnel Security Division background investigations and meet ICE vetting standards. The contractor must maintain 95 percent minimum monthly staffing levels and provide dedicated processing officers at multiple field offices with 24/7 coverage in four locations. Vehicles must include 13–15 passenger vans, 40–56 passenger buses with onboard restrooms, and one ADA-compliant vehicle per AOR; all equipped with two-way radios, GPS tracking, and video recording systems. A non-construction service bond of at least $300 million is required, with commitment letters acceptable at Phase 1 and full bonds due 60 days post-award. Transportation insurance of $1.5 million to $5 million and a Federal Motor Carrier Safety Administration rating of Satisfactory (50 or lower) are mandatory. Key personnel include a single Project Manager across all five AORs, Transportation Coordinator, Fleet Manager, Corporate Security Officer, and Site Manager.
The contract minimum anticipated value is $1 million during the 60-month ordering period, with maximum value calculated as total base and option years plus 25 percent. The procurement is structured as hybrid Firm-Fixed Price/Time and Material with individual task orders not exceeding 12 months. Pricing is established through fixed rates across five AOR-specific templates. Evaluation employs a two-phase approach: Phase 1 (due August 11) assesses Carrier Compliance (pass/fail), Demonstrated Experience (up to three past contracts within five years, at least two from the prime), and Case Study Scenario (limited to 15 pages combined with Factor 2). Phase 1 submissions need not include non-construction performance bonds; Amendment A0005 removed this Phase 1 requirement. An advisory down-select follows Phase 1. Phase 2 evaluates Transportation Operations, Staffing, and Transition-In Plans (25 pages combined), Past Performance (up to three contracts evaluated by questionnaire), and Price. Best-value tradeoff methodology applies, with Factor 1 (Carrier Compliance) significantly more important than Factors 2–5 combined, and Factors 1–5 significantly more important than Factor 6 (Price). Questions were due July 10, 2026 at 12:00 PM EST. Amendments A0001 through A0005 updated Phase 1 deadlines multiple times; the current Phase 1 deadline is August 11, 2026 at 2:00 PM EST per Amendment A0005. Amendment A0002 and A0003 attached Q&A and updated Washington transportation routes. The base contract period is 12 months with four optional 12-month extensions. Service Contract Act prevailing wage determinations apply for Maryland (Baltimore), Massachusetts (Boston), New Jersey (Newark), New York (NYC), and Virginia/DC/Maryland (Washington) counties.
