About this file

This is a pricing template for the New York City (NYC) Area of Responsibility under a multi-area armed guard transportation services contract for U.S. Immigration and Customs Enforcement (ICE). The template provides a detailed cost buildup structure across multiple Contract Line Items (CLINs) for a base year plus four option years, with a 120-day transition period followed by eight months of base year operations.

The pricing structure encompasses seven primary CLINs: CLIN 0001 covers one-time transition costs for contractor startup activities; CLIN X002 represents guaranteed minimum transportation services (120,000 miles annually) including personnel hours, vehicle costs, facilities, maintenance, overhead, and profit; CLIN X003 covers additional mileage above the guaranteed minimum (estimated at 105,000 miles annually) with fully burdened rates; CLIN X004 addresses transportation outside the designated Area of Responsibility (AOR) with estimated 200,000 miles annually; CLIN X005 includes stationary guard hours for non-transportation duties such as medical runs and court trips (approximately 12,000 hours annually); CLIN X006 provides for actual reimbursable fuel costs with receipts required; and CLIN X007 covers pre-approved travel expenses under Federal Travel Regulations. The template requires detailed cost buildup entries for assets (vehicles with lease/amortization and maintenance costs), labor (position descriptions, hourly rates, benefits, taxes, and overtime), facilities (lease, utilities, etc.), and other direct costs, with provision for escalation percentages for outyear increases. General and Administrative (G&A) rates and profit margins must be entered separately as percentages of total costs for each cost category and year. The estimated maximum evaluated price totals $2,916,666.68 across the base year and four option years.

CLIN Breakdown

Summary Definitions:
NOTE: After the 120-day Transition period in CLIN 0001, the base year CLINs 0002-0007 reflect the remaining 8 months of the base year and pro-rate the full year quantities and costs detailed in this cost build-up at two-thirds of the annual totals.
NOTE: Rates in Column D are rounded to the nearest cent ($0.01). Total amounts in column H reflect Rate x Quantity = Total.
CLIN 0001: Transition costs include costs required to transition from the incumbent contractor to the new contractor in order to start-up activities.
CLIN X002: Represents all contractor personnel hours (including standing/processing time), vehicle costs, facilities costs, maintenance, management, overhead/G&A, and profit for transportation inside the AOR, as well as frequent
routes originating or terminating outside the AOR as designated by the COR, for 120,000 miles per year. Only miles that are driven with aliens on board are included.
CLIN X003: Is estimated at 105,000 miles per year above the GM, and represents a fully burdened mileage rate that includes both above-GM mileage and above-GM labor costs. Only miles that are driven with aliens on board are included.
CLIN X004: Represents a fully burdened mileage rate that includes all contractor personnel hours (including standing/processing time), vehicle costs, fuel, maintenance, management, overhead/G&A, and profit for transportation outside the AOR with the exception of
frequent routes as designated by the COR for CLIN X002. Any mileage associated with this CLIN does not count towards CLIN X002: Guaranteed Minimum Miles and Guard Hours. Only miles that are driven with aliens on board are included.
CLIN X005: Stationary Guard Hours include labor hours outside of CLINs X002, X003, and X004 that are required to perform guard post duties for medical runs, court trips, monitoring detainee hotel stays, etc. and additional wait time or delay, caused through no fault
by the contractor, outside of the included 1 hour start/stop/end wait period in CLINs X002, X003, and X004.
CLIN X006: Fuel costs will be treated as direct/actual reimbursable under GSA schedule ordering procedures. The Government will reimburse the quoter's approved actual direct fuel costs, with no indirect or other mark-ups. The quoter must provide fuel receipts
in order to receive reimbursement.
CLIN X007: All travel shall occur in accordance with the Federal Travel regulation (FTR) and be approved in advance by the Contracting Officer Representative (COR) or will not be reimbursed.
